The first item of business was a public Bearing on the R3. F1WCl

venue. This proposal his been before the commission

text item of business was a public hearing on the poti.tion Re: BAY J. of'
Ray J. Hooving for a preliminary plat for land located HOMING west
of Plymouth Road and south of 1 : avenue North. Engineer
Ha,gon introduced the propos l to the planning Commisaion. Planner

Bergly explained that they did imply, Planner Bergly, stated
that the reduction of the t gal-=dewsac should be enlarged
from 50 feet to 50 Feet. This isould reduce the .lot areas
of lets 2,3,4j Puid 5 however, and waald still meet the
minimum lot area xe ui.rod hot 5 would be about 300 square
feet under the min%um. This small deficiency could Yee
correote a by the shifting of one of the gide lot lines on
the plat.
Several questiuns were raised coneer nirng the alignment with
ounty Road 61. There was expressed concern that County,
Road #61 might extend through part of the proposed plat area.
Another question wag raised as to the possibility =)f the
extension of R d.gemount Avenue along the southerly line
of the plat., Sngineer Hagen stated that he had not yet

Next, Chairman Ergan asked for, corromerts from those who were against

Yir. Hanson and Ur • James both agreed {with Ya , Olson that this was
not the right site for a radio tower. They also felt that some
means should be uts,d other the a, 500 foot radio tower.

DIr. .Dahlgren explained to the commission, that the college members
have hai several, meetings with the people of the Cavanai..gh Addition
an(I that: the reaction that they got to this plan .was very, good. There
was no criticism to the Park proposal.
Mr,. ' eiger representing felmar Builders told the commission that on
the 120 propoued aores will, be a great area of development -which
twi) l ,-qtly enhance the area. He stated that the apartmr,nt community
Will c a: tril)ute to the taxes of a community and if the college was
to h vo a. tax basi 5, it would lessen 4heir tai rate w d he said that
they do :--t feel that thv lack of takes from the college area, wnuld
be detrimental to the apartment, area. He said that they -would
e)cpcct to get these taxes back by renting to student in this area.
He was t ery tach in favor of this and felt that this would only
speed their developrieDt,
Commissioner Xeils asked several question. concerning the radio 'tower.
lie questioned the use of a micro grave totter a:nd also about what type
of programs the radio network would broadcast. It was explained that
the radio station braodca.ats a sort of a cultural pro raxm, with
no rook and roll music. rhe idea of a. micro wave tower would be
not tach better than the 500 foot comer because the appearatce of
thio tower is not as attractive as the other.
The engineer explained to the commission that the college had no
other alternatives at than point, Their only concern is the
building of the college and the radio tower. They have done all
that is possible to show the commission and all the other people
of Plymouth that this is their intent*
Cornmi;ssioner Kroskin asked` hoar, the totter will be lighted at night
so as to prevent aircraft from runr itg into it. The engineer ex—
plained that the tower wi? l be lighted according to the, FOG

tower has very little chance of falliu .. They ;reminded the

the tornado in 196;. It was explained that the college would

Dahlivren could see no point in tha.r, becauso it will still be in the

in an inidustrial areal which was suggested.
Commissioner Uafner stated from a report he had written a while ago
that the reason the area was changed to R–1 was because they wanted
to be sure that a col.l vge would, go on this site and not some ether
building.
Commissioner Heils said that the tower is only an accessory use to
the college. Nare discussion was made as to wh f the college should
locate their tower in a heavy industrial area, and also why it
should, not be
the public hearing was closed by Chairr.an. Egan and he asked for
comments regarding the tower. Chairman Egan brought up that the
radio tower and the amendment to this ordinance affects everyone
in, the. area. Commissioner Neils thought that It should be
decided, if this was really what the Village of Plymouth wants,
Commissioner Neils moved that we recommend approval to the
proposed chant of the zoning ordinance as follows

The next iter, of business was the request for a conditional RE: Conditional
use permit to allow a radio tower in conjunction with an Use Permit for
educational institution on petition, of W.orthwestera College. Northwest Radio
Chairman Egan suggested two courses of action th&,t could Tower
be taken. They area
I. Take the courae of action that we have, either approval
or deniel..
2. Fake the information we have an take time to s tud;y it
Chaarma,n Agan suggested that we must first decide wh;Wt kind
of conditions we want to _place upon this.

It was decided that this .should be studied, so coumssionev
Neils made a motion, that the ratter be referred to the zoning
commrttee.The notion was seconded by Commissioneroner Roth. The
tatter is to go to the zoning committee so that it. cars, be decided
what, detailed conditions that should be put into the conditional,
use pOrmit. A Vote was taken and. six voted aye whale Commissioner
Rafner oppoced. The motion was carried.
he next item of business was the continued discussion of a
Mni-Park proposed by Minneapolis Industrial Park. A, committee 14,ini,-Park
report was given by Commissioner Chapman. Cwrmissi.oner Neils proposed by
rade the following reoommendations to the site plan. SCP

intended in 3eet on 15 on the basis that the pro-
posed site plana as with residential unit projects,
is intended to be developed under a single ownership
responsibility, and with the further safeguards of
internal location in Planned Industrial pi trIct

A discussion of the parking took place and the developers told
the commission that the parking could be .made for 419 but it
would: first be made with 217. If the additional parking were
needed it would be done.

Corimissioner Pxekker expressed his desire to see more green area
and open space rather than, all the blacktop parking space. All
were in Favor of the new site plan.._ The motion was carried.
Phe next item of busni,ness was the continuation of a hearing of FM: Rezoning
PlymDrtth roods. 9.n R-4 rezoning by United Lane, Inc. of Plymouth
Woods
Tim Ma.lm, from l aO Ives ,mane spoke regarding this subject. He
felt that there was no ne000zity to change the R-1 area to an
R-4 ea.
The apartment buildings being built in this area were brought up and
many were not in favor of this rezoning. They were also worried
about problem which may arise when this apartment bui.ldi tg
