A regular meeting of the Planning Commission, was called to
order by Chaipnan; ligan: at 7,50 P.M. on June 3, 1970 in the
Plymouth Village hall,

The f1T$t item of business w is a public hearing on the RE Ponderosa
petition of Wayzata Developers for a preliminary, plat
approval, of the proposed, Ponderosa plat to be located on
a"a westerly side of Tvrikirk Lane in the vicinity of Z5thAve_z ze Some amount of discussion ensued concerning thehandl-ing of the park and open space portions of the plat.
Commissioner Neils said that his committee had some suggested
revisions and that these 4ould be reviewed and reported to
the Commission later in -the meeting. The hearing was there- fore continued until, a later time during the meeting,
As a nest item of business, Claaixman. Egan read the Legal Prelimixaarynotice. concerning the petition of Roland D. Peterson for 1at of Roland
preliminary ;plat approval of a registered land survey for D. Peterson
the area lying west?r y of Highway, #101 and northerly ofCountyRoad #6. This area of land 'was previously platted
as two outlots in the Oakasood Manor Addition. Engineer
Hagen stated that tho .lot lie appearing in the registered
land survey coincided vith zoning boundry lanes which
had previous3.)r been established by the Planning Commi.ssic-,
and Council for parcel„ It wa.s pointed out Haat the
proposed rogi,stered land survey was being recruested in order
to clarify the legal descriptions of the various lots for
mortgage and sale purposes. No one appeared with opposition
to the proposed plan. The public hearing was therefore
closed. Planner Bergly included th,k't in order to confoxan
with other developments'along Highway #101, an additional
seven foot of road right-of-way would be needed.
A motion was. made by CoPamissioner Chapman and seconded by MIQ
Commissitner Kroskin to reconanend approval of the prel.irt inary
plat as requested by Roland D. Peterson subject ,o the
grantingof a seven foot of additional right -of-way alongIli.ghway #101 for road way pnxposes. The motion oras carried
by an unanimous aye vote. l

The iiext item of business to come before the PlanningRE Conditional
Commission was the request for a conditional use perit Use Permit
for the location of a private college facility in an R-1 for North -
district. Me -proposal, was presented by Mfr. Jahn Darling western
of Midwest Pl.artning. planner Bergly painted out that College
he had received the site plans for the college only a, day
previous to. this Pla ming Commission meeting, 'which made
it difficult for him to get.: a formal presentationn prepared
for the Planning Commission. Chairman Egan asked if he
recommended approval of the conditional use pemi:t as
requested. Planner Bergly stated that the concept approval
could be recommended approval subject to the following six
consideration
1. That the college following the planning and review
procedure sot forill in subdivisions 6 and 8, Section
14, relating to com=ity unit projects
2. '17iat perpendicular access points be made on all public
streets or highways.
3 That seven feet of additional right-of-way from the
east side of the property be granted to the Village
for pernbrook Lane upgrading..
i4, That the County 1lighway Department be contracted for
their right-of-way requirements on County toad 9.
S. That the parkway drive on the south property lane be
established by the granting of necessary right-of-way
total. of 120 .feet in width) from the College property
and further, that the College workwith the property
owner to the south: to secure the necessary right-of-way
to complete this segment of the,parkway.
G. That acceptable agreements, covenants, or easements be
negotiated through the Village Attorney concerning the
use, development, and maintenance of the parkland
indicated.
Commissioner June asked what the present proposed action had
to da with: the proposed radio tower, it was pointed out that
this consideration was for the college only and not including
the radio tower, since an ordinance change would be required
for such an, installation of that. That Matter was to be taken
up at a future date. W. John. Darling of Midwest P3.anrfang
together with Attorney Erickson representing Northwester
College, displayed some maps. which showed parking, administration
buildings, teaching facilities, and residential quarters on the
proposed'site. Chairman Egan asked specifically what the present
request was for and its -relation to the development of the College
site. Planner Bergly stated that this was a conditional use
permitt for the location of a college in a residential area and that

the samo procedure would have to be followed that is folla4ed
when tiro R-4 sone apartment complex is constructed, meaning
that everytime..a building permit is requested, the plans would
have to be brought to the planning Commission and Council for
site plan approval.. Much discussion centered on, the proposed
location of a radia tower on land owned by the College. It
was pointed out that the matter being discussed was not the
location of a radio- tower a't all and 'that it should be con-
fined only to the desirablility of locating the college
facilities on the site, hk,. Thomas Teigen representing Belmar
Bul' clers indicated that they were in, favor of the college being
located on this site and that they were favorably disposed to
the Trossrbl.e location of a -road way over property that they were
purc %sing in order to allow access to the southwesterly comer
Of the college site if such a matter should: arise. Mr, Bernstein
represerting Northwestern College stated that. for almost tore
nears 'they had been trying to find ont if they were welcome in
the Village, They included that time was of the essence,

that after it:.was suggested to engage a planner to get statistics
taken and ;after nI t was evident that we were serious in our
intent. They state\i. that 'the buildings must be ready for bid
in February. tie inc;uded that the radio tower was on its last
1,eg with the FCC and Oat in ,august of 1970, everyone wanted
to be in agreement with the college. Chairman Egan stated
that he 'was willing' to gave approval on the, college proposal,
but not on the radio towel

to reconnenct approval: of the Conditional. Use Permit of the,
location of a Collegein an n-1 district excluding the radio
tower subject to the six considerations mentioned earlier by
Pl=er Bergly. The motion passed with four, votes in favor,
one a.gaimst,, and, Kroskin abstained,
The question of the preliminary plat of the Ronderosa was 'RE: Ponderosa
brought up again for discussion, Commissioners Neils
explained his committees camient. Nine changes in order
to allow acceptance of the proposed plat were iaade. They
are as follows t
1. An increase depth of reversa frontage lots on Dunkirk to
about 1.60 feet
2. Drainage easements subject to engineer's approval,
3, Grading and a gtoration of public _space, in accordance

the Ponderosa subject to the previous nine conditions.

for discussion. Discussion centered around the need for
