Motion was made by Commissioner Prekker, second by Commissioner
Pollock to refer the request for rezoning and platting to the
Zoning and flatting Committee. Motion passed by all aye vote.,

from R -C Open Residence District to R-4 Multiple Family Re.si- Rezoning

Mr. Henry Stenquist, 7100 No.: Willow Lane, representing dirt Sc?iiebe
presented drawings that be had made, The shopping center site is
13.7 acres. The shopping center site is proposed to have a building
with 11:3,100 square ,feet of floor space and 865 parking spaces. The
multiple family $I -a is 1.M acres and there are proposed 144 units,
144 garage spaces and 90' open parking spaces* There is 4.3 square
feet of parking area to every square foot of building; area in the
shopping center site.

Chairman Egan opened the hearing to comments from the floor. Mfr.
Keely* resident of the neighboring area., stated that lie was worried
that the general area would become a city of shopping centers and no
residents.
Mr,, John, DlrclCs questioned the amount of traf fie ;that the proposed
shopping center would add to Present traffic on 11igbwav hill,. Fo
stated that he felt the traffic on 101 was presently, excessive and
he asked t4hat would happen in the event kin additional load was
placed on the highway by development of the land as e shoDDing
center and apartment complex fir, St:enquist replied that he know
of no Proposal :for hi.ghttav upgrading in the area.

surrounding areas, Ile also stated that 400 families had presented
a signed petition at a. previous rezoning hearing against the rezoning

Shopping center was too large for the area,

Mr, John Palmer indicated that he felt the Guide Plan should be
followed in the development of this land. Additional comments against
the rezoili.ng on the grounds of increased density and increased traffic
problems on surrounding; streets were voiced by Xessrs. Go.odvAn, Ottoman,
ttosengren and others.
Moti,nn was made. by Commis:tioner Polloclr, second by Commissioner Prekker
to deny the requested r zoknin,g because t1,e request did not conforr.a to
the established Comprehensive Guide 'Plan for the area. ?lotion carried bi,
unanimous aye vote.

rezoning and development at the intersection of highway 101 ana
County Road 24. fie stateJ that there would be 561 apartments units
with a public road that -would connect through the site to County
goad 24 and 'Highway 1.01. lie stated that the commercial area. would
contain 12 small shop, similar to the: commercial area located in the
Citlr of Crustal. at 27th Avenue and Douglas Drives After the pre-

Mr* peter Root, 17605 County Road 24, presented a petition signed by

Additional conmerits indicating objection to the rezoning on the
grounds that the increased density, tLaff ie and noise generated
by theapartments and business area would be detrimental to the
established residential neighb=bood were made by Messrs. Boorsma,
Richards, Lackman Hughes, Johnson, Bussinger, Eckert, Campbell,
Michelson, Domagoia, and. klorn.
Notion was made by Commissioner Pollock, second by Commissioner
Prei kar that this matter be referred to the Long Range Planning
Committee and at the same time instruct the planning staff to
reviev extending the comprehensive guide plan to cover this area.
Motion carried, unanimous ave vote. Public notification of
hearings on n, proposed guide plan, will be in the paper. An
attempt is also being made to set up a mailing system for further
notification

to Change the zonirzg from R_C gpen -Reasidence District -to R-3 Rezoning

The proposal which was outlined civ Mr. Knutson of McCombs and
Xnatson, Engineers, is to include 225 apartment units in the
R-4 area and 76 townhouse units spread over the 8 lots in the
Ik-3 area of the. requested rezonivg. After listening to the
explwiat;i.on of the: proposal; by the proponents, Chairman Egan
asked for comments from the floor on the proposed rezoning.

comments from the audience.
Mr. Ribbs, a resident of the area, stated that lie was aigalugt the
MW proposal because it still did not conform to the Comprehensive
Guide Plan for the area:. lie felt thers was enough study put into
the guide plan that it need not be changed this time. ;several
other people from the audience spoke up in opposition to the pro-
posal objecting to the Change la density and to the location of

stated.. They included `Messrs. Allison R -Ibbs, Safker, Hebaa:.c
Carlson;, La.rnon, Merman, Sifert, Art Larson, Betty Jacobs and
Delores Lundeen.
Mfr, Norm Torresoa stared that he was in favor of the project if
homes with a minimtM of 1,300 squire feet were constructed on
the residential lots, and if Scholz Monte Apartment Buildings dere

The site plan for the Rollie Peterson rezoning at the Intersection Re., Rollie Peterson
of County Aoad 6. and trunk High,ray 101 was reviewed.. Rollie Rezoning
Peterson explained the .features of ttlo site plon. The commission
members discussed the various aspects of the proposed site plana for
the requested commercially zoned la:.d showiug a ;particular concern
for ingress and egress to tta parking and loading zones required

Commissioner Neils requested a comparison of the proposed rezoning
and use with the Comprehensive Guide Plan for the area, Planner
Pe"rgly explained the subject guide plan and indicated that the plat
generally conlormed with the guise plan as presently developed
After considerable discussion a notion was made by Commissioner
11afner, second by Commissioner Prekker that the rezone; request
be denied noting that there should be a better use for, the subject
piece of property,. Upon calling for a vote on the matter by the
Chairman, 3 members 'voted in .favor of the motion and 3 members voted
against the motion.. Chairman Egan declared the motion defeated.
After additional d1scassloa about the proposal) Commissioner Prekker
read from previous Planning Commission minutes the action taken at
the original rezoning hearing on this request, Following the
reading; of these minutes, Co:ttmi.ssioner Prek-ker made a motion, second
by Commissioner Chapman reco zen6ing approval, of zhe rezoning
sctbject to the removal of acr.ess to. Merrimac Lane:, Commissioner
Chapman stated that he ,ranted it noted that the Planning Commission
was opposed to the cions"tructl on of any building larger than .25, 000
square ;fMet and that no variances :should be granted for parking
s,etba,t, areas.. Upon calling for a vote on the matter by Chairman

After reviewing the request, motion was made by Commissioner
Prekker, second by Conalssioner Neils, to issue, a Conditional Use
