A regular meeting of the Planning Commission was called to order
by Chairman Egan at 8-.05 P. M1
Present.- Chairman Egan, Commissioners Prekker, Pollock, Kroskin
and Hedtke , Planner Bergly and Engineer Hagen
PUBLIC HEARINGS
Chairman Egan opened the hearing on the rezoning request MINNEAPOLIS IND.
of Minneapolia Industrial Park in, the area lying general -PARK. Deferred
ly South of the M.nneapol3,s Western Railroad and Easterly
of Interstate Highway 494. The, area is more partioulaxly
described as follows; All or part of lots to 17,; 18
and 19 of Greer's Orchard Tra!- L3 lying Westerly of
Interstate 494 and East k of the M04 of Section 34,
Township 118, Range 22 lying Southerly of the Electric
Short Line right of gray and Easterly of Berkshire Lane.
Planner Bergly explained the area requested to be re-
zoned and pointed it out on a map. W% Kirl mars
appeared in favor of the petition and explained the
reasons for the rezoning request, at this time He
stated that the: entire area would, soon be re patted by
the Minneapolis Industrial Park and presentedpreliminary
plans for the proposed plat.: Chairman Egan then opened
the hearing for comments from the floor. Mt. Ra`kouska
of 52r Wedgewood Lame requested more information regard-
ing t. e routing ;of streets and the amount of traffic
expected to be generated in the area. He questioned
whether the rezoning of the property and the platting
would cause traffic two travel. on Wedgewood Lane and
indicated a proposed 'location on County Road #15 through
the area. Commissioner Kroskin questioned why the Central
area map was not completed anal published. Engineer Hagen
stated the final revisions of the map were to be .approved
early in January in order to allow the publication. soon
after., Commissioner Pollock explained a concern over
the problems which may be encountered in the protection
of the xes`idential area, between old County Road #15 and
the proposed County Road #15 east~ of senium, because of

Commissioner Redtke asked Mr. Kirkman for a report. MINNEAPOLIS IND.
on the progress being made in the; acquisition of the. PARK -- Can't,
James property which will, be completely surrounded by
industrial zoned property, if this proposed rezoning
is approved, He expressed a concern for the financial
effect that a surrounding, of the James property would
have on the James property. r., Kirkman, indicated that
they were still attempting to reach a , settlement.
Commissioner Pollock asked the Planner if the proposal
conformed with, the Village Comprehensive Plan.
fir. Ber ly answered that the proposal did conform with
the Comprehensive Plan. Mr. Brucker indicated that he
had ,dust completed the construction of a new Mame on
Wedgewood Lane and asked about relocation of Count
Roads 61 and 1.5, in the area. He stated that he had
inquired at the Village some time ago and load been
shown a different alignment for the roads aad that he
was told that they were not planer d for cor,..truction,
Wa. Hasledalen at 13617County Road f6 appeared and
asked why, she had been notified of the rezoning.
Mr. Hagen explained that her nmne wa4 on the Auditor's;
list whish had been provided by the applicant and
whereas she did not 'own property* immediately adjacent
to the proposed rezoning, ber property would be affected
by the replatting which would be proposed in a short while.`
Mr.. Ral.ouska asked whether the Central Village Guide
Plan was to be followed in minute detail. Chairman Egan
stated that because of the study and many meetings
which were held in arriving at the plan, it would
probably be followed very closely. Chairman Egan closed
the Public Hearing at 9:,15 P,M. and explained ,that, action
on the requested rezoning would be del_Med until, the ' ew
street alignment in the area was determined in the +

in January of 1970

Mr., Raymond presented a model showing the type of C-ILONIAL CAR WASH
buil4ing to be constructed and explained the various Continued
features of the development plan. The members of
the CoxttMi,ssinon, asked mare questions concerning the
proposed Landscaping along with the car storage
potential ofthe parking area, Motion made b
Commissioner Pollock, second by Commissioner Prekker`
to recommend the granting of a Conditional Use Permit
for the construction andoperation of Colonial Car
Wash (a self-service car wash) subject to the following
conditions
1) The identification sign will be restricted to 1.08 sq,
feet of. -surface area with the bottom of the sign
being no hi.ghor than 1' above the roof of the car

wash.:
2) That the access drives and parking area be lighted
with area lighting during. -night time hours of
operation,
3) That artificial plantings be used in the landscaping
of the site and that the drawing for such landscaping
plans be submitted to, appraved by Mr. Bergly, and
provided to 1.-. Muildin Inspector of the 'Village
of Plymouth. Moti or, carried all aye vote
The Conditional Use 'Permit Application submitted by PUEIVA VISTA SIGN
Richard Dempsey for the placing of a sign z -Jong Richard Dempsey
Bass Lake Road, near 11640A County Road 10, was
considered. The purpose of the sign was described APPRJ.ED to
as a name plate sign for a residential development. Council 1-570
Motion made by Commissioner Hedtke, second by
Commissioner Kroskin to recommend approval of the
Conditional Use Permit to allow the placing of the
sign as requested. Motion passed with; al: Commissioners
voting aye,
David Kirsch of Midwest Planning appeared 'before the MILLER PROPERTY
Planning Commission to present preliminary dfawinge Preliminary
for a proposed developw nt of the Miller property on Presentation
West Medicine Lake, Drive.

The preliminary development plans covered the areaa ILLER PROPERTY
lying Westerly of West t1edicine Lake Drive to Plymouth
Creek from approximately 29th Avenue to 31st Avenue:
The proposal indicated a requestfor rezoning of the
property from. RO to R1, R3 and R4.. The preliminary
pl",ns indicated the dedication of 7 acres of park
land with additional open space adjacent to this park
land, to being the total of open space to 26 acres.
The proposed development indicated a density .for the
area, of 758' units. Approximately 136 units of this
total would be in the form of town houses. Planning

transition from multiple to single family zoning
in the proposal,, Mr. Kroskin asked_ the Planner (Mr. Kirsch)
why the buffering between high density and low density
development was always requested to lie in areas shown
on the Comprehensive Guide Plan as low density development.
This question received no direct reply.; Mr. Miller
was advised by the members of the Commission to contact
Mr. Francis Carey concerning his property lying Southerly
of the proposed development to find out if this long
narrow area could be incorporated in the proposed
development plans. Mr., Miller indicated that he would
attempt to work something out with Mr. Carey.
REPORTS FROM THE CO LNIITTEE
The matter of the rezoning request for Playhouse and PLAYHOUSE & HUNg
Hunz property was brought up at this time.. REZONING
Mr. Birkland and Mr. Johns appeared in connection
with their proposal for this area. Planner Bergly
explained his revised zoning proposal for the area which
resulted from the comments made by the people at the
Public Hearing as well as comments made by the Commission
members in committee hearings on the matter. After
listening to the proposal presented by Planner Bergly,
Mr. Johns asked for continued consideration for their
original: rezoning request. After much: discussion on
the problem of protecting the fine residential area on
the Maple Dell Plat and reviewing the proposed pian: of
development prepared by Mr. Berglywhich indicated
RI, R3 and R4 use in the area Easterly of and abut-:xng
Maple. Dell with the RI area being separated from the R3
and R4 areas with green strip, the following motion was made.

Hedtke to recommend ,the rezoning from RO to 11, all of RE20NINq
the areas requested to be rezoned which lie .East o
ioksburg Lane and South of Trunk Highway #55 and
recommending the denial of the requested rezoning of
the area. South of 31st Avenue and West of Vicksburg
Lane and recommending the withholding of action on
the area North of 31st Avenue, West of Vicksburg until
the developer submits further development plans for
the area. Motion passed by all aye vane.
OLD BUSINESS
The Planning Commission took up the matter of ordinance BOARD OF ZONING
changes as submitted by the Village Attorney. The ADJUSTMENT
Commission reviewed -the proposed revision of "Section 19
Board of Zoning Adjustment" which was unanimously accepted
subject: to Subdivision 2,; Powers. First sentance should
read: as follows- "The Board of Zoning Adjustment shall
have power, to hear appeals from, administrative determination
and grant adjustments in ... ,fur, ther : " Motion made by
Commissioner Pollock second by Commissioner Prekker
approving the draft of Section 19 subject to the above
stated change and recommending the use of the form
attached to the ordinance, in the .administration of
that section of the ordinance and setting January 2.8, 1970
as the date for a public. heax * rag on the adoption of
Section 19, Board of Zoning Adjustment}. Motion passed
all: eye vote.
The, Commission then discussed the Planned Unit ?,evelop- PL Ti NIT

to defer action on the proposal until further study

This Ordinance had been discussed at, earlier meetings ORDINANCE
carious provisions concerning, tthe enforcement procedures
were discussed. Motion made by Commissioner Hedtke
second by Commissioner Pollock to recommend the approval:,
of the Sanitax:y Land Fill Ordinance to the 'Village Council
