OLD BUSINESS,
D .scussion opened on the request of Lowy Hill LOWRY .HILL
Development to rezone property in the vicinity- of REZONING REQ ES'p
Holly Lane and Covnty Rcaad #9. Several of the members
e,; -p --eased a dee; concern about the proposed rezoning ACTION'; DENIED
in advance of utility development in this area. It
was felt that this rezoning could cause "leap frogging"
of development in the Village, 'Vnick is undesirable.
MOTION ;by Commission e Chapman, SECOND by Commissioner
Kroski,n to recommend denial of the reMoning request of
Lowry Hill Development. Motion passed by unanimous
aye vote,
Kr. Deziel appeared: before the Pla-kinl ig Commission VICKSB 7RGHEIGHTS'
with additional, information on his proposed platting RICHARD DEZIEL
of the Vick,9burg Heights plat. The revised drawings
indicated the increased width on, Vicksburg Lane to ACTION; APP OVAL
provide for a 1201 right-of-way and allowed for the. REC%RENDED AS

It was explained by Mr. Deziel that the purpose of this

to recommend approval of the preliminary plat of

2) Lowering the outside parking lot 41, and
3) Submission of a detailed site and landscape
plan, to the Planner for approval,

Mr. Donald Mess. appeared before the Planning Commission BELGARDE APT.
with regard to the proposed Belgarde project near the COMPLEX
Intersection. of Highway 55 and Fe•.rnbrook Lane.; :Ia
inquired as to the status of action on the proposed ZWTTON, DENIED
project. Chairman Egan informed him o-9 action. taken ON LESS THAN ONE
at the October 29 meeting. Mr. Hess requested action GARAGE PER UNIT
on Bel.garde''s proposal to crNnstruct their apartment
complex with less thanone garage per unit. The Flann a g
Commission members expressed their .feelings that the
intent of -trhe zoning ordinance was to inprove the quality
of- development in multiple areas of the village. MOTION
by Commissioner Chapman, SECOND lay Commissioner Pollock
to recommend denial of the variance request on the number,
of garages per unit- and recommended t:hait the Developer
bt; required to provide one garage per apartment unit.
MOTION passed by unanimous alae vote.
Chairman Egan presented a request fot a Co4di,tiona.l Use CONDITIONAL USE
Permit which had been submitted to the Planning Commission MERVIN KLA,TTE
by Mervin Xlatte, requesting permission to build a
30` X 609 steel building on the Elm Creek Golf Course.; ACTION: APPROVAL
This building, if .constructed is. , to be used for the RECOMMENDED'
storage of mowers, tractors and tools for the maintenance
of the golf course. MOTION by Eomuni.ssioner r roskin,
SECOND by .';ommi,s.sioner Hedtke to recommend approval of
the condi.ti.onal use permit to allow the construction of
a 30 r X 60f steel, building 20' from the property line of
the Soo Lime Railroad tracks on the Elgin Tree Golf Course.

Planner Bergley presented a revised draft of the 2WELOPMENT GUIDE
proposed Development Guide Plan for the area North PLAN - NOR'TU OF
of County Roae #9 between Zachary Lane and County CO. ROAD 9 BET18EN'
Road #18, This: area is bounded on the North by the ZACHARY .AND CO.
presently zoned Il district lying Southerly of the ROAST R&
Minneapolis and: Sault Ste. Marie Railroad traclks.
The Planning Commission members discussed the various
aspects of the plan. Several questions , ,,-,e asked as
to the advisability of providing a north--south access
through the middle of the area.. Planner Bergley
expressed a concern that such ala access might cause
too much industrial traffic through .a residential
area to the office and, bus..ress areas along County
Road #9. .fir. Bergley stated that additional roads
would be necessary into the multiple and town house
areas but that the exact locations should be selected I,
with care. Engineer Hagen pointed out that the
drainage study which was recently completed by Barr
Engiveering Company should be taken into consideration,
in drawing up a final guide plan for the area,
Planner Bergle, said that he would review the
present: submissaion with respect to the drainage study,
of which he had. a copy, and make a final presentation
to the Planning Commission, as soon as possible.
This meet-Ing was duly adjourned upon motion and second at 11 P.M.
