Egan, Commissioners Chapman., Hafxer, Kroskin, Pollock and Prekker Engineer Hagen and Planner Bergly. Com. Hedtke arrived at 8:13 p.m. MINUTES MOTION was.me-de by Com. Prekker, seconded by Com. Chapman., to approve the minutes of the regular meeting of August 27 1969, with the following correction: RE: APPROVAL. Mr. Hess expos lned' the parking design on the drawing to take care of the turn around which had been requested: by the Commission. Egan opened a public hearing to consider an, RE 1=0NING amendment of the zoning ordinance to change from R -O to LOW*RY HILL DEVEL, R-4 property in the vicinity of Hollydale Golf Course CO11PANY. on the NGrth. County Rd. 9 on the South, and Holly Lane Co.Rd. 9 & Holly L. - ma the West, The hearing opened at 8:14 pm. Chrm. Egan read the Notice of Hearing. Proponents appearing were ACTION: REFERRED fir. 3., r. Barr of Lorry Hill Development Company. He explained TO ZONING CO*1ITTEf the complex included 550 apartment units and 48 town- houses. There is no sewer and water available there as (AGENDA -OCT. 29TH) of Opponents appearing and some of their comments were as follows. - Geo. Faue, 4425 Holly Lane. Concern about building of a new, school because of the influx of people. Wm.,, Deziel, 4540 Holly Lane, Concern about the single family owners and the burden it may put on them for sewer, Be felt these types of developments, should be concentrated where there is sewer or as a really long range plan. Chmn. Egan then requested Engineer to report on what he thought the committee had thought about the project at their meeting. Sanitary sewer is projected in, that area in about two or three years, Chmn. Egan pointed out that the ordinance says that it is impossible to build an R-4 complex even if the land is zoned with the utilities being immediately available. They could not get a building permit. Dorothy, Preckenberg from Lowry Hill stated her feelings on development of land and that they would be perfectly willing to wait until the Village is ready with sewer and w, -ter. IMr. Barr volunteered that they would be willing to spend themoneyon the mile long sewer connection, but that if anyone wanted to put up houses along it later they would have to assume the costs. X. John, Gullickson, expressed the feeling, that the Villa ge- is planning for this area and that there is enough land available now with sewer and water that he felt thistype of plan was premature. Mr. Wm. Rose,i of Lowry Hill stated that the developers take great pride in their developments and it seemed to him that they were lo6kingri to the future since they are getting their thinking down, on paper it indicates that they are concerned about planning, The Commission then carried on a discussion on the status of the sewer in this area, the status of the planning for roads etc. in this area, and the timing of this type of development in this area. MOTION by Com, *;,aafner to recommend to the Council that we are in favor of the xezoxiing of the land identified as Lowry Hill Development from R -O to R-4 at such a time aq at the Council's discretion iturould be reasonable to assume that sewer votCld be available within two years. Proponent Mildred LIKINARY PLAT Nolan appeared. Planner Betgly pointed out the site location and bus investigation of the site. A discussion ACTION: -APPROVED was then had onthe easement along 101 with the developer. MOTION by Com. Hedtke, seconded by Com. Prekc_er, to recommend approval of this preliminary plat, subject to the four recommendations as set forth in the planner's report. Motion passed by unami',-aous, aye vote, OLD BUSINESS Mi-.
