Chairman Egan opened. the public hearing at 8t15 P.M. to consider an EE STERN & IMENTZ

Mrw Don Hess. of Midwest Planning presented slides o,! the site plan of
the 66.5 acres, land contour, dr--in.age pattern, lotting plan and pro-
posed park dedications.
Mr. Rabett said he likes the: plan as it maces, goad use of the land and
in answer to his inquiry Mr, Mess showed him where the sewer lines will
go. Chairman Lagan asked if the adjacent, homes to the plan seemed in
favor of the plan and Mr. 'Fess said they were. Mr. Sam Koss inquired
how close to his property the plan is Laid out.., Mr. Hess said it is
laid but according to the ordinance, >approximately 30 ;feet at the rear
side yard, There was further discussion about density which will show,
in the second stage of the presented; plan and public hearing for spea-
ial use permits for record_ of intent., lir. Hess was. risked what price
the units will be or if they will be rented, also w at tax ,,avenue the
village will realize. These questions will be tak-ca up ir. phase 2 of

The petitioner said the purpose of their request is because they need
additiona space for the Playhouse Company warehouse. It was suggested

Ber ly during the coming month. Mr. Egan said there are questions con-
cerning industrial zoning with R-1 use. Mr. Taylor said his main concern
is for immediate zoning to expand his factory. It was mentioned that the
thorough fare plan and intercbw-tgeat #55: will have some; bearing on the
plan. The public hearing closed at 9:00 P.M. for continuance at the
September 24th meeting,,

Public hearing °opened at 5.10 P.X. to consider the preliminary plat RE PAZENMIN PAW
presented by Roger Eaz;endin located in the vicinity of Dunkirk Lane and PRELIMINARY PLAT
22nd Ave:: 11o. air. Yaz.cndin displayed his site plan and pointed out the
parks cahizb this subdivision will have,: with walkways which are also
to be used for biking, w4i;ch he thinks should be blacktopped to control
wead growth, These paths will amount, Lo about. 5,000 feet total. He
wants the street lighting to be attractive yet pratt-ical and figures
the b1.acktopping will cost about $7500. Planner Bergly suggested he
add $100 per lot to pay for this improvement, Mr. k`azencin stated that
he feels this plan to be one of the nicest planned developments lie has
designed. He mentioned the existing hazard for children walking or
bikiag on County Highway #101, lie suggested the Planning Commission call
this to the attention of the Council before one of the youngsters get
killed.
Mr. Vin- Pri.bble, 2060 Jewel Mane, commented that the plan is no doubt a.,
beautiful one, but he is opposed to it. He owns 10 acres south of it
and also A ,kr. Roddy whidh is subject to being landlocked with no access,
to their. acreage, He does not wish to subdivide his land at present but
does not sant to have access out off to it. There was considerable dis
cusskon about the iiinn. Highway Dept. property arta Sunny Acres Addition,
and aesthetics of the Fazendin park plan, sats*ar and: parks. Public hearing
closed, at 9.50 P,X. Chairman Egan thanked Mr. Pri.bble for coming forward.

ment parking areas were discussed as well as the two streets in the
Cavanaugh Addition.

resolved the access: pointe with the highway department. Chairman Egan
suggested lee work out some other type of plea for egress and ixtgress,
possibly with adjacent property owners so that when his t>.reliminary site
plan is presented it will be possible to obtain Council approval and a
building permit. They discussed the proposed roads and widths, easements
intended, trees to be saved, grade elevations., an acceleration lane, 7%
grade of access and financing. .it. Knutson said if it is rezoned for
multiples pressure can be put -oa other avenues for better access to the
site plan:

Planner Eergly had no hang up on the zoning but the Engineer said this
access point is, not acceptable and the highway department said that maybe:

but realistically it is an unfavorable access location. Chairman Egan
