HomeMy WebLinkAboutCity Council Resolution 2012-322CITY OF PLYMOUTH RESOLUTION No. 2012-322 A RESOLUTION TO APPROVE A SITE PLAN AMENDMENT AND CONDITIONAL USE PERMIT AMENDMENT FOR INDEPENDENT SCHOOL DISTRICT #284, WAYZATA PUBLIC SCHOOLS TO ALLOW AN EXPANSION AT SUNSET HILL ELEMENTARY SCHOOL LOCATED AT 13005 SUNSET TRAIL NORTH (2012080) WHEREAS, Independent School District 4284, Wayzata Public Schools, has requested approval of a site plan amendment and conditional use permit amendment for a building expansion and related site improvements for property legally described as: That part of the Southeast quarter of the Southeast quarter of Section 34, Township 188 North, Range 22, West of the Principal Meridian, lying West of the East 272.22 feet thereof and lying South of the Southerly line of County Road No. 15, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Independent School District 4284, Wayzata Public Schools for a site plan amendment and conditional use permit amendment to allow a building expansion and related site improvements, subject to the following conditions: 1. A site plan amendment is approved to allow an 8,975 -square foot building expansion and related site improvements, in accordance with the plans received by the city on September 14, 2012, except as may be amended by this resolution. 2. A conditional use permit is approved to allow an expansion of the existing school, with the finding that the applicable conditional use permit standards are met. 3. A separate building permit is required prior to commencement of the proiect. 4. Prior to issuance of a grading permit, the applicant shall fulfill the requirements, submit the required information, and revise the plans as indicated below, consistent with the applicable city code, zoning ordinance, and engineering guidelines: a. Complete a site improvement performance agreement and submit a financial guarantee pursuant to section 21045.10 of the zoning ordinance. Resolution 2012-322 File No. 2012080 Page 2 b. Submit a revised landscaping plan showing the addition of nine new trees on the property in compliance with section 21130 of the zoning ordinance. c. Submit a revised lighting plan showing maximum wattage, watts per square foot, and shielding in compliance with section 21105.06 of the zoning ordinance. d. Revise plans to show the top and bottom elevations for the proposed retaining wall on the southeast side of the site. e. Agreements: 1. Submit a maintenance agreement for the bio -filtration facility. f. Applicable Permits: 1. Bassett Creek Watershed Management Organization. 2. NPDES. g. Demolition and Erosion Control Plan: 1. Show the existing gate valve on the watermain to be removed. h. Utility Plan: 1. Provide separate utility plan. 2. Add gate valves at connections to the existing watermain for testing purposes. 3. Call out length and grade of all new storm sewer pipe along with the top of casting and invert elevations of new strictures. 4. Show granite rip rap at flared end section locations. 5. Add note: Televise all storm sewer eight inches and larger and deliver a copy of the report to the Plymouth Engineering Division for review. 6. Add note: Plymouth Engineering Division to inspect all storm sewer installation before it is buried. Call 763-509-5500 for inspection. 7. Show bio -filtration facility plant locations on the landscaping plan. i. Relocate the new hydrant to an approved location on the east side of the building addition on the east side of the fire lane. j. Provide double -sided fire lane signs in approved locations. 5. All rooftop equipment shall be screened or painted to match the building or screened. 6. Silt fence shall be installed prior to any constriction on the site. 7. Standard Conditions: a. The applicant shall remove any diseased or hazardous trees. b. New signage shall receive sign permits when required and shall comply with section 21155 of the zoning ordinance. c. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. d. The site plan amendment and conditional use permit amendment shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the city to extend the expiration date for up to one additional year, as regulated under sections 21045.09 and 21015.07 of the zoning ordinance.
