HomeMy WebLinkAboutCity Council Resolution 2012-307CITY OF PLYMOUTH RESOLUTION No. 2012-307 APPROVE PREFERRED ALIGNMENT (ALIGNMENT 313) AND AUTHORIZE DESIGN, APPROVE TYPICAL SECTION, AND APPROVE FUNDING SOURCES PEONY LANE NORTH OF SCHMIDT LAKE ROAD CITY PROJECT NO. 10015 WHEREAS, the Peony Lane / Lawndale Lane Extension project is listed in the 2012- 2016 Capital Improvement Program at an estimated total cost of $11,300,000; and WHEREAS, four alternative alignments were developed and analyzed; and WHEREAS, Alignment 3 was determined to best meet the City's needs because: it has fewer impacts to private property; it requires fewer relocations; it is slightly better for future land use opportunities and it is less expensive due to lower right of way costs; and WHEREAS, Alignment 3B was prepared in response to questions and comments on Environmental Assessment Worksheet (EAW) for this project; and WHEREAS, the Responsible Government Unit (RGU) does not consider Alignment 3B to be significantly different than Alignment 3, thus another EAW is not required. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, 1. Approve Alignment 3B as the preferred alignment and authorizing commencement of final design on that alignment that the City Council, as the Responsible Government Unit (RGU) does not consider Alignment 3B to be significantly different than Alignment 3, thus another EAW is not required. 2. Approve a four -lane undivided typical section, striped for three lanes with on -road bike lanes at this time with adequate width to be striped as four lanes in the fiiture should conditions warrant. 3. Approve the use of State Aid bonds as a fiinding source for a portion of the constriction costs. Approved this 9th day of October, 2012.
