HomeMy WebLinkAboutCity Council Minutes 03-03-2015 SpecialAdopted Minutes Special Council Meeting March 3, 2015 Mayor Slavik called a. Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on March 3, 2015. COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, Beard, Prom, and Carroll. ABSENT: Councilmember Johnson. STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer, Police Chief Goldstein, Crime Analyst Gilbert, Deputy Police Chief Plekkenpol, Police Captains Johnson and Swiatkiewicz, Police Administrative Manager Ward, and City Clerk Engdahl. Police Staffing Needs for 2016 Police Chief Goldstein presented to the Council a police staffing framework report that focused on a phased in police model which would be integrated with the public safety model in the near future. The specific elements of the report included history and practical vision, environmental scan (growing population, changing demographics, socio -economics, new businesses, etc.), staffing methodologies, current staffing levels comparison to other cities, adding a new coverage district, calls for service trending, recruiting and retention, etc. He also gave an update on the merging of police and fire (public safety model) and a proposed public safety organizational chart. May 2015 is the target for implementation of that model. City Manager Callister stated as part of the 2016 budget process, staff will look at phasing in proposed policing needs. He noted that this would involve larger tax levy increases for the next two to three years. The majority of the Council stated they support phasing in the proposed policing model with the understanding that it would require additional revenue (larger tax levy increases than what has been considered normal for the past several years).
