AND RECREATION ADVISORY COMMISSION July S 197 The regular meeting of the Parks and Recreation Advisory Commission was called to order at 7,35 on July S, 1979 in the Council Chambers of the Cit" of Plymouth,'MR,,, Commissioners in attendence included commissioner Brass, Edwards, Ghesebrough, Johnson, Rice and Threinen. Approval of Minutes for June 7 and Z8, 1979 was defered until minutes could be completed:; Neighborhood Park Concept; Staff reviewed the Neighborhood Park Concepts prepared by David Kirscht and Associates with revisions requested by the Commissioners on June, 28, 1979. Motion by Brass, Second by Chesebrough to accept concepts and to forward to Council for authorization to meet with the citizens on duly 17, 1979. Motion; Carried. 1980-1984 Parks Capital Improvement Program; Staff reviewed a, draft of the 1980-84 Parks Capital improvements Program with Proposed projects. Sta-{: reco`;rrended prodects in the following areas: Central Park AcquinLZ•R East Beach Count nity Park Playfiel'd Acqui icon and Development Neighborhood Parks The Commissioners discussed staff's recommendations and proposed for consideration; Concepts be developed on sites well in advance of proposed development. Elements of the p-roposed Parks CIP reflect compatability with existing and proposed utility, systems and population shifts • OC lements of t;he proposed Parks CIP be teased upon justifications supported by exhibit materials such as ; Population shifts existing utility CIF programs standards for areas%facilities Segment or fragmentize the development of playfeld sites into.- When nto; When and how to start Design of site Grading (rough) of site Finish site Public Information Plan.; Comn.issioner Edwards moved and Commissioner Brass seconded the motion to forward the Public Information Plan; to Council for support and funding. Joint Council -Commission Meetingt Staff reviewed potential topics for discussion at the., Joint Council Commission meeting t& be held at 7:00 on July 24 1979. Commis:.ioners added the Public Information Plan to the: list of topics. Mi inu to Pate' Duly $ a 1979 East Medicine Lake Boulevard Acquisition Staff Reviewed correspondence from Mr. Jessen, of the Metropolitan Council Parks and Open Space. Commission stating that a, grants application frork Plymouth for` fast Medicine Lake 'Boulevard land, acquisition would he rejected because the Boulevard has been identified by the Metropolitan council as a Regional Trail and -therefore eligible only for Regional Trail funds,; Planning Proc:es• Materials Staff distributed: materials identified as "the Planning Process at a Glance" prepared by staff and Mr.: C. billerud, fomxt Community Development Director.
