HomeMy WebLinkAboutPark and Recreation Advisory Commission Minutes 10-05-1978MINUTES OF THE REGULAR MEETING OF THE PLYMOUTH PARK AND RECREATION ADVISORY COMMISSION October 5, 1978 The regular meeting of the Plymouth Park and Recreation Advisory Commission was called to order at 7-.30 pm by Director Born in the Council, Chambers of the City of Plymouth. MEMBERS PRESENT; Alan Brass, James Guddal,, James Rice, Betty Threinen and Robert Troembl,Chairman Dick Williams (arrived 7:50) and Director Jon Born.. MEMBERS ABSENT Barbara Edwa0s, Mary Getten and Dorothy Terry, 07HERS PRESENT: Dean Fitch, Emilie Fitch, Helen Harrison (Tri -Comm Homeowners) Jon Nelson, Donald Hess Tom Leverone (Criterion Homes) Marty Jessen, Peter Enck (Metropolitan Open Space Commission) MINUTES fi-mnutes of September 7, 1.978 were approved as presented.. TRI -C i'A HOMEONWERS ASSOCIATION Representatives of the Tri -Comm Homeowners. Association presented a signed petition requesting that temporary measures be taken to provide skating facilities in Shiloh. Park in 1978-79. Director Born indicated that he would consider the request with input from his staff and would respond to the request during the week of October 9, 1978.. Commission members and Director Bern thanked the Tri -Comm Home- owners Association representatives for attending the meeting. CRITERION HOMES Representatives of Criterion Homes, Jon Nelson (Vice President) and Donald; Hess; Landscape Architect) presented.a Planned.Urban Development Concept for Park and. Recreation Advisory Commission review. Director Born, reviewed the concept in general terms and then turned the floor over to Mr. Nelson and Mr. Hess to present the concept in detail. Mr. Hess related the following points;: Criterion Homes. was aware of the adopted Trail System Plan but chose to use the 1973 Landuse Plan for corridor location. Criterion Homes believed there to be no problems with the proposed corridor locations as they felt they had received implicit approval from City Council and staff in earlier reviews of the concepts., Criterion Homes would; employ the use of topographical var ations to achieve corridor screening and buffering. The corridor, as proposed, will provide access from residential areas and will be a. convenience: factor relative to trail usage. Users of corridor as proposed, will be less adversely affected by noise levels thar+ if corridor would be located next to Right -of --stay fence line (494). Conrnerc:ial buildings wi;l act as a buffer for 494 noise and provide for quality of use by user. Planning concerns by Criterion Homes included the factors of accessibility, building placement and ability to maintain and police site. Corridor as proposed is to be a buffer between residential and commercial. developments. Ar. Hess indicated that if snowmobiles were an issue, they would be placed next to the fence (right-of-way 494) in usage. Park.. and Recreation Advisory Commission Minutes y Paige 2 October 5, 1478 Mr. Tom teverone, a Plymouth resident, appeared to register opposition. to the Criterion Homes proposal based upon additional traffic potential near his res i den ti al, property Director Bom presented staff's position thit the corridor as proposed is not compatable with the adopted Trail System Plan nor is the corridor appropriately located given the snowmobile use immediately adjacent to the residential properties. Third, Director Born indicated that the proposed corridor lacked, continuity with the balance of the proposed trail, system in that area. Director Born stated in rebuttal that:- Even with staff turnovers, as alu,ded to by Criterion. Homes,,; the Council and respective Commissions provide contiguity in the governmental system of operation. Somethingin the planning process caught the attention of the Planning Commission; so that it requested that the Park and Recreation Advisory Commis- Sion review the concept from Critericn domes. The adopted Trail System Plan of November, 1976 should have taken pre-Ident in the planning process as the official document to plan trails from. The City, in its trail design and development, also takes into a.:count topographical: and vegetation variations to achieve corridor screening and buffering. The corridor as proposed in the Trail System Plan contemplates. snowmobiles and horse usage wit,') specific access points not: requiring the use of the cul-de-sacs for offloading horses and/or snowmobiles. Cross Community corridors serve as principal trail thoroughfares through the community and linkages to other systems of other jurisdictions. Council is more concerned with negative impact, of the residents of Plynouth than with impacts by the Interstate for trail users:. Staff felt .no need: for a. green strip buffer dedicated to the City if there is no actual benefit to be derrived by tKLa City If snowmobile usage could be shifted to the: fence, could not also horse trail usage? Staff views this corridor not to be highly maintained by the City as some existing corridors are, Commissioner Guddal questioned Mr. Bess as to why the 1,973 Land Use Guide Plan was followed relative to trail corridor alignment and not the adopted Trail System Pian, In: response, Mr. Ness indicated that the concept was prepared based upon input from the former Planning Director (Chuck Dillerud). Commissioner Rice questioned the cost effectiveness of Criterion Homes proposal as opposed to the adopted Trail System Plan. In response, Mr. Hess and Mr. Nelson could not elaborate upon actual costs but, felt there would be certain building constraints relative to Northern State Power Company easement usage and that all buildings were "pushed" to the west to accommodate parking under the Northern States Power line. Commissioner Guddal indicated his disappointment in the attention given to the Trail System Plan in the planning process. MET°urOLITAN Ort'N SPACE COMMISSION STUDY Mr. Marty Jensen an Mr. Peter Enck, representatives of the Metropolitan Open Space Commission presented the: concept of a pilot study to evaluate Parks and Recreation services in a five community study area. The base study groups includes Independent School District 281 and the communities of New Hope, Crystal, R-obbinndale, Golden Valley and Plymouth. The study will attempt to help. cemmu:iities identify their respective departmental goals and objectives as well as evaluate the success on achieving the goals., If communities do not have stated departmental goals/objectives, they are requested to develop goals and objectives. It is hoped that the results of the study will help identify essential as opposed to desirable Park and. Recreation services. It is hoped that the study will be completed by Spring, 1979. BOND ISSUE TIMELINE e Par and Recreation Advisory Commission deferred action on the Bond Issue Timeline until October 25, 1978 at which time this topic will be worked on in a work session. SKATING AREAS Director Born presented the proposed skating areas for the 1978-79 season. the Park and Recreation Advisory Commission supported staff's recommendation and requested Council to direct staff to implement the skating areas as proposed and to explore the:: feasibility of adding Shiloh to the list. PARKS TOURNOINT COUNCIL MEETING irector Born reviewed the Parks. Tour -Joint Council meeting topics of discussion as information. CREEKWOOD HEIGHTS Director Born reviewed the Park land dedication information with the. Park and Recreation Advisory Commission related to the Creekwood Heights neighborhood. RIOGEMOUNT AVENUE BIKE LANE Director _Born reviewed the Ridgemount Avenue Bike Lane proposal from the City of Minnetonka.. The Park and Recreation Advisory Commission supported staff's position and recommended that Council support the City of Minnetonka's proposal and, to direct staff to pursue the possibility of receiving a grant to develop the balance of the corridor from Magnolia Lane to Vi,newood Lane. The Park and Recreation Advisory Commission suggested that the: principals of Sunset Hill and Ridgemount Junior High School be contacted and. informed of the plans.. Park and Recreation Advisory Commission Minttes Page 4 October 5, 1078 OAKWOOD COMMUNITY PLAYiIELD Director Born appraised the Commission of the status the Oakwood Land: acquisition in respect to purchase agreements having; been drafted and distributed to both the Beard of Education and City Councilfor execution.. Chairman Williams indicated' that some members of the Board of Education may, be less than enthusiastic over the sale of the Land.. , HOMEOWNERS MEETINGS Director Born reviewed the Homeowners. Association meeting schedules with Commission embers and obtained a list of Commissioners and the meetings which the respective members could attend,. PLANNING DEPARTMENT AND COMMISSION he Commissioners inquired if; , Blair Tremere could meet with the Park end Recreation Advisory Commission for introductions. The Park and Recreation Advisory Commission and the Planning Commission could have a joint meeting to meet each group. WORKSHOP t wa—s-decided' to meet on the 26th ofOctober at the Ziariner to work. on Bond Issue Timelines and goals and objectives. Meeting to begin at 5:00 pm at which time the trails subcommittee will report on the Criterion Homes proposal-. ADJOURNMENT eing no further business, the meeting was adjourned at 10:45 pm.
