HomeMy WebLinkAboutCity Council Minutes 11-01-1994 SpecialMINUTES SPECIAL COUNCIL MEETING NOVEMBER 1, 1994 A special meeting of the Plymouth City Council was called to order by Mayor Tierney at 6:30 p.m. at the Public Safety Conference Room, 3400 Plymouth Blvd., on November 1, 1994. PRESENT: Mayor Tierney; Councihnembers Edson, Granath, and Lymangood. ABSENT: Councilmembers Anderson and Helliwell. STAFF PRESENT: City Manager Johnson, Assistant Manager Lueckert, and City Clerk Ahrens. WARD 2 CITY COUNCIL VACANCY Mayor Tierney announced that this special meeting was called to accept the resignation of Ward 2 Councilmember Sheryl Morrison, and to discuss the process for filling the vacancy. Manager Johnson presented a letter from the City Attorney outlining the appointment process established by City Charter. He presented various options for Council consideration: 1) Appoint from the previous Ward 2 applicant list; 2) Advertise and interview; 3) Appoint an individual. MOTION was made by Mayor Tierney, seconded by Councilmember Granath, to adopt RESOLUTION 94-685 DECLARING THAT THE WARD 2 CITY COUNCIL SEAT IS VACANT. Motion carried, four ayes. The City Council discussed the various options for filling the vacancy. MOTION was made by Councilmember Edson, seconded by Mayor Tierney, to direct staff to contact all previous qualified Ward 2 applicants to determine their interest in being considered for appointment (no additional written application or interview would be required), and to advertise that applications will be accepted through Friday, November 18, from other interested Ward 2 residents. The Council will review the written applications received and conduct interviews on November 28 of four to six selected residents. The Council intends to make the appointment at the regular Council meeting on December 5. Motion carried, four ayes. Special Council Meeting November 1, 1994 Page 2 MOTION was made by Councilmember Edson, seconded by Councilmember Granath, to establish a special Council meeting on November 28 at 6:30 p.m. to conduct the interviews and to discuss the voting procedure to be used for making the appointment on December 5. Motion carried, four ayes. MOTION was made by Mayor Tierney, seconded by Councilmember Lymangood, to adjourn the meeting at 7:25 p.m. City Clerk
