WARD 4 TOWN MEETING
OCTOBER 24, 1994
The Ward 4 Town Meeting was called to order at 7:00 p.m. in the Council Chambers of
the City Center, 3400 Plymouth Blvd., on October 24, 1994, About 50 residents were in
attendance.
PRESENT: Mayor Tierney; Councilmembers Edson, Lymangood, and Helliwell.
ABSENT: Councilmembers Anderson, Granath, and Morrison.
STAFF PRESENT: City Manager Johnson, Assistant Manager Lueckert, Community
Development Director Hurlburt, City Engineer Faulkner, Public Safety Director Gerdes,
Finance Director Hahn, Park Director Blank, and City Clerk Ahrens.
Councilmembers and staff members were introduced. Ward 4 Councilmember Edson
welcomed citizens and described the City Council's adopted goals and objectives.
Citizens viewed a video on the 1995 budget.
Community Development Director Hurlburt presented information on the proposed
wetlands ordinance and planning for northwest Plymouth. Park Director Blank described
the efforts of the Open Space Committee. City Engineer Faulkner explained the status of
the Pineview railroad crossing.
Manager Johnson described other Ward 4 projects: County Road 9/Nathan Lane
intersection improvements, Zachary Lane and trail (Medicine Ridge Road to County Road
9), Zachary Lane from County Road 9 to County Road 10, Pineview Lane railroad signal,
Timber Shores playground replacement, Schmidt Lake playground replacement.
Councilmember Edson described the ninth playfield project and the Council's commitment
to connection of the trail system throughout the City.
The following questions and comments were received from the audience and answered by
staff and Councilmembers:
Please describe policy on snowmobiles on lakes in the City. Resident expressed
concern about silt in Larch Lake 2nd Addition lagoon.
2. Resident asked questions about the Pineview Lane railroad improvements, and
requested improvements to the roadbed at the crossing.

Who owns wetlands throughout the City, and who is responsible for management
and maintenance?
4. Resident favors connection of the Hennepin County trail from Medicine Lake to
Swan Lake.
Resident requested that canoeing be added to Bass Lake Park area.
Resident supports no tax rate increase and efforts to save the wetlands. He
suggested that City take aggressive stance on the wetlands ordinance and to
correct existing water quality problems.
What are the highest rated sites by the Open Space Committee? Please explain
new Council policy on public testimony.
8. Please check for zoning violation - US West has 15-20 semi trailers consistently
parked. Please consider development of a golf course. Resident does not support
more multiple dwelling units in the City.
9. Resident commended Council and staff on being open to residents and cited the
cooperative efforts between the City and School Districts.
10. Resident interested in saving more open space area near Cardinal Ridge/Harrison
Hills.
11. Resident pleased with Council's decision to limit Zachary Lane to two lanes. Also,
supportive of enforcing speed limits.
12. Resident asked various questions on snowmobile ordinance.
13. Are there plans to reduce the volume of traffic going into the shopping center or
for signalization or sidewalks at 42nd Place and Northwest Blvd.?
14. Resident expressed concern about speeding on Northwest Blvd. near 47th Avenue.
Her children get off the bus and cross Northwest Blvd.
15. Please consider ways to lower speed limits on Bass Lake Road.
16. Please explain process for requesting stop sign installation.
The meeting was adjourned at 8:30 p.m.
