WARD 3 TOWN MEETING
OCTOBER 19, 1994
The Ward 3 Town Meeting was called to order at 7:00 p.m. in the Council Chambers of
the City Center, 3400 Plymouth Blvd., on October 19, 1994. About 55 residents were in
attendance.
PRESENT: Councilmembers Granath, Helliwell, Lymangood, and Edson. Mayor Tierney
arrived at 8:20 p.m.
ABSENT: Councilmembers Anderson and Morrison.
STAFF PRESENT: City Manager Johnson, Assistant Manager Lueckert, Public Works
Director Moore, Community Development Director Hurlburt, Police Lieutenant Ward,
Finance Director Hahn, Park Director Blank, and City Clerk Ahrens.
Councilmembers and staff members were introduced. Ward 3 Councilmember Granath
welcomed citizens and described the City Council's adopted goals and objectives.
Citizens viewed a video on the 1995 budget.
Community Development Director Hurlburt presented information on the proposed
wetlands ordinance and planning for northwest Plymouth. Park Director Blank described
the efforts of the Open Space Committee and reviewed plans for West Medicine Lake
Park.
Manager Johnson described other Ward 3 projects: Northwest Blvd./Campus Drive
traffic signal, Xenium Lane from 3 8th Avenue to Vinewood Lane, 26th Avenue from
Pilgrim Lane to Medicine Ridge Road, 36th Avenue/Lancaster Lane traffic signal,
Highway 55/South Shore Drive frontage road, Highway 55 improvements from I-494 to
18th Avenue, Xenium Lane from 24th Avenue to Highway 55, Zachary Lane from 36th
Avenue to Medicine Ridge Road, Zachary Lane from 36th Avenue to County Road 9, and
Hemlock Neighborhood Park Playground.
The following questions and comments were received from the audience and answered by
staff and Councilmembers:
A number of speakers from the South Shore Drive area addressed traffic concerns
and suggested that a task force be formed to investigate solutions.
2. There have been positive changes on the City Council with respect to protection of
the environment. Council was urged to protect wetlands and particularly water
quality of Medicine Lake.

Resident supports the Ward system and believes residents in Ward 3 have had
better representation as a result.
4. Resident of Wood Creek Association requested that the Council review policy on
outlots.
Reconsider City policy requiring removal of dead trees. Resident suggested that
only the top of dead trees be removed and the trunk left for woodpeckers, etc.
6. What is being done to reduce traffic on Zachary Lane and other streets in the area?
7. Resident expressed concerns about traffic on 26th Avenue.
Resident encouraged Council to consider efforts to preserve Medicine Lake.
Resident concerned about the fixture quality of wetlands, and future and existing
commercial/industrial development in the 10th Avenue North area.
10. Please support the use of phosphorus -free fertilizer.
11. Suggestion to publish the list of zoning terms and definitions in the Plymouth
News.
12. Questions on progress of Open Space Committee.
13. Resident questioned purpose of 3 minute speaker rule and 10 p.m. adjournment for
regular Council meetings.
14. What is status of Sam's Club development?
The meeting was adjourned at 8:40 p.m.
