COUNCIL STUDY SESSION
OCTOBER 17, 1994
A study session of the Plymouth City Council was called to order by Mayor Tierney at
6:05 p.m. in the Council Conference Room of the City Center, 3400 Plymouth Blvd., on
October 17, 1994.
PRESENT: Mayor Tierney; Councilmembers Anderson, Edson, Granath, Helliwell,
Lymangood, and Morrison.
ABSENT: None.
STAFF PRESENT: City Manager Johnson and City Clerk Ahrens.
POLICY ON THE CONDUCT OF REGULAR COUNCIL MEETINGS
Mayor Tierney stated she called this meeting to discuss specific items in the policy
regarding the conduct of regular Council meetings which was adopted on
October 3.
Discussion was held on the following subjects: Advance motions for 10 p.m.
adjournment, time limit for speakers (3 or 5 minutes), flexibility of time limit
standards, pro -con time limits, time limitation on presentations, not repeating
written presentations, allowing speakers to speak only once per topic, use of the
gavel to open and close public comment, and the need to discuss the issue within
the context of the Pro -Plymouth Pledge and without inflammatory rhetoric.
Manager Johnson suggested that staff can assist by maintaining an open Monday
for a potential third regular Council meeting each month.
Staff was directed to present an amended policy for consideration at a future
regular meeting.
The meeting was adjourned at 6:55 p.m.
