HomeMy WebLinkAboutCity Council Minutes 10-10-1994 SpecialMINUTES WARD 2 TOWN MEETING OCTOBER 10, 1994 The Ward 2 Town Meeting was called to order by Mayor Tierney at 7:00 p.m. in the Council Chambers of the City Center, 3400 Plymouth Blvd., on October 10, 1994. About 30 residents were in attendance. PRESENT: Mayor Tierney; Councilmembers Morrison, Edson, Helliwell, and Lymangood. ABSENT: Councilmembers Anderson and Granath. STAFF PRESENT: City Manager Johnson, Assistant Manager Lueckert, Public Works Director Moore, Community Development Director Hurlburt, Public Safety Director Gerdes, Finance Director Hahn, Park Director Blank, and City Clerk Ahrens. Councilmembers and staff members were introduced. Ward 2 Councilmember Morrison welcomed citizens and described the City Council's adopted goals and objectives. Citizens viewed a video on the 1995 budget. Community Development Director Hurlburt presented information on the proposed wetlands ordinance and planning for northwest Plymouth. Park Director Blank described the efforts of the Open Space Committee. Manager Johnson described other Ward 2 projects: County Road 24 improvements from Highway 55 to Kimberly Lane, Gleason Lake Elementary School Playground improvements, and the status of Ferndale Road which is jointly owned with Wayzata and Orono. Councilmember Morrison added that initiatives to address speeding in neighborhoods and water quality at Parkers Lake will be also be considered in 1995. Manager Johnson announced that the Plymouth Towne Square project for senior living will be opening by the end of October. The following questions and comments were received from the audience and answered by staff and Councilmembers: Resident would like Ferndale Road moved up for scheduled construction in the Capital Improvement Program. 2. How are wetland areas taxed? Ward 2 Town Meeting October 10, 1994 Page 2 Resident would like City to consider vacuum leaf pickup. 4. Resident appreciates waste disposal site; please continue service; good value for tax dollar and keeps City clean. 5. With respect to the proposed recycling fee increase for 1995, could the City be getting a better deal selling waste paper, etc.? 6. Resident wants to be informed of any new plans for Hennepin County workhouse" property. 7. Resident requested rationale for proposal of traffic enforcement unit for 1995. 8. Resident concerned about fast traffic along Gleason Lake Drive and police officers have indicated it is difficult to run radar in this location. 9. Please describe efforts to protect residential neighborhoods from excess traffic. 10. Speeding is a problem on County Road 6, as well as noise from car radios. 11. Resident appreciates paved access to the Luce Line near Parkers Lake and supports trail maintenance. 12. Resident asked questions about the number of police vehicles owned by the City and the number used per shift. 13. Resident questioned pending development plans for area of County Road 24 and Highway 55. 14. Resident is interested in improvements to T.H. 101 north of County Road 6. 15. Resident moved to Plymouth for its "natural state", and is concerned with the amount of development that has occurred. Also, speeding and traffic has increased on Highway 101. 16. Resident opposed to any plans to widen T.H. 101. 17. Why doesn't Plymouth consider construction of noise walls, as they do in Mankato along T.H. 169. 18. Resident would like traffic lights timed so that traffic flows better. 19. What is the status on the Highway 12 extension in Wayzata area and westerly. Ward 2 Town Meeting October 10, 1994 Page 3 20. What is the funding source for the City Center expansion project? What is the source of capital reserve funds? Do the water and sewer funds run surpluses each year? City taxes are now kept low through new growth. What happens when growth ends? The meeting was adjourned at 8:25 p.m. City Clerk
