HomeMy WebLinkAboutCity Council Minutes 10-05-1994 SpecialMINUTES WARD 1 TOWN MEETING OCTOBER 5, 1994 The Ward 1 Town Meeting was called to order by Mayor Tierney at 7:05 p.m. in the Council Chambers of the City Center, 3400 Plymouth Blvd., on October 5, 1994. About 120 residents were in attendance. PRESENT: Mayor Tierney; Councilmembers Anderson, Morrison, Edson, Helliwell, and Lymangood. ABSENT: Councilmember Granath. STAFF PRESENT: City Manager Johnson, Assistant Manager Lueckert, Public Works Director Moore, Community Development Director Hurlburt, Public Safety Director Gerdes, Finance Director Hahn, Park Director Blank, and City Clerk Ahrens. Councilmembers and staff members were introduced. Ward 1 Councilmember Anderson welcomed citizens and described the City Council's adopted goals and objectives. Citizens viewed a video on the 1995 budget. Community Development Director Hurlburt presented information on the proposed wetlands ordinance and planning for northwest Plymouth. Park Director Blank described the efforts of the Open Space Committee. Public Works Director Moore explained the status of the County Road 9 project. Manager Johnson described other Ward 1 projects: New County Road 9 from Highway 55 to Vicksburg Lane, relocated County Road 24, Vicksburg Lane, new elevated water tower in the area of Vicksubrg and Schmidt Lake Road, extension of sanitary sewer services to the area west of Holly Lane, Seven Ponds Heather Run Neighborhood Park, new District 284 high school and playfield, and Schmidt Lake Road alignment. Councilmember Anderson added that the new library is under construction and there is a possibility of a health club coming to the City. Manager Johnson announced that the Plymouth Towne Square project for senior living will be opening by the end of October. The following questions and comments were received from the audience: Staff and Council complimented on trying to address vehicle speeding problem in the 1995 budget. Ward 1 Town Meeting October 5, 1994 Page 2 Resident lives near Fernbrook Lane and concerned about traffic that will be created with expansion. Also, disappointed with the Council vote not to purchase land for future interchange at Schmidt Lake Road and I-494. 3. Bill Deziel, Hollydale Golf Course, stated his drainage problem is being addressed, as well as concerns about the effects of the Schmidt Lake Road alignment on the golf course. He is concerned about the environmental effects of soil runoff, particularly black dirt along County Road 9. 4. Does the Council have a Comprehensive Plan for development of Downtown Plymouth? Resident is impressed with what has been developed thus far - CUB, library, senior housing. Resident concerned that Schmidt Lake Road will be going through large wetland in northwest Plymouth. 6. How are wetlands "replaced" under wetland mitigation. 7. Are there plans for resurfacing County Road 47? 8. Are there plans for the County to offer to give County Road 9 or County Road 47 to the City? 9. Are there plans to upgrade Highway 101 from County Road 6 to Highway 55? 10. Resident expressed concerns about traffic near school bus stop with the extension of County Road 9. 11. When will sewer and water be available to the extreme northwest area of the City? Resident wants to ensure there is an opportunity for involvement in considering land use for northwest Plymouth. Residents need time to prepare for any land use changes made. 12. What are the trail plans for the County Road 9 project? 13. What is the funding source for the County Road 9 project from Vicksburg Lane to Highway 55? Will there be special assessments? 14. Why isn't the County a partner with the City on the County Road 9 project? 15. Resident expressed concern that the County Road 9 project will destroy a forested area and wetland. Resident expressed concerns about speed limits on County Road 9 and loss of mature trees due to project. Councilmember Lymangood left the meeting. 17. Resident expressed concerns about the County Road 9 project: No alternatives were considered, the roadway width, and aesthetics. 18. Resident expressed concern that the trails will immediately abut the County Road 9 roadway. 19. Resident concerned that traffic will increase on County Road 9 if it is connected to Highway 55. 20. Resident supports interchange at Schmidt Lake Road and I-494 because there is limited access to the freeway and it may alleviate some traffic on County Road 9. 21. Resident expressed concerns about school bus stop at Fountain Lane and Old Rockford Road because there is a 50 mph speed limit. She suggested that a trail be considered on the south side of Old Rockford Road from Fountain Lane to Dunkirk Lane. 22. Who is making the decision on the alignment for Schmidt Lake Road?
