Special Council Meeting
December 9, 2014
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on December 9, 2014.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, Prom, Johnson, and
Bildsoe.
ABSENT: None.
STAFF PRESENT: City Manager Callister, Community Development Director Juetten, Public
Works Director Cote, Administrative Services Director Fischer, Assistant City Engineer
Renneberg, Park and Recreation Director Evans, Police Chief Goldstein, Fire Chief Klein,
Communications Manager LaFave and SRF consultants: Mike Turner, Mike Mohs and Bob
Moore.
Update on Vicksburg Lane Project
Public Works Director Cote provided a recap and an update on the MnDOT contingency plan
and Peony Lane project.
Michael Turner, from SRF Consulting Group, City consultant, provided a presentation on the
comparison of plans for Vicksburg Lane construction. He reported on the pros, cons, and risks of
the three plans. He addressed some of the concerns and challenges:
Limited north -south alternative routes.
I-494 dynamic shoulder lane project.
Peony Lane and Lawndale Lane work.
Early winter.
Temporary signage.
CP Railway Agreement/Construction Flagging.
Competing construction projects.
Contractor availability.
Xcel Energy / Small Utility Relocation.
Wetland permit processing.
Accelerated work schedules.
Public safety.
Project costs.
Timeframe.

After further discussion, the Council requested this item be removed from the consent agenda
and placed under general business on this evening's regular agenda.
Mayor Slavik excused herself from the meeting at 6:32 p.m.
Adjournment
Deputy Mayor Bildsoe adjourned the meeting at 6:55 p.m.
