HomeMy WebLinkAboutCity Council Minutes 11-18-2014 SpecialAdopted Minutes Special Council Meeting November 18, 2014 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on November 18, 2014. COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Bildsoe, Stein, Prom, Johnson, and Willis (arrived at 6 p.m.). ABSENT: None. STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer, Public Works Director Cote, Utilities Maintenance Manager Newberger, Fire Chief Kline, Police Chief Goldstein, Finance Manager Bursheim, and City Clerk Engdahl. Water Meter Replacement Project Public Works Director Cote and Utilities Maintenance Manager Newberger, and Administrative Services Director Fischer discussed the proposed water meter replacement project. They noted that over 22,000 water meters in the City are over 20 and 30 years old and are generally replaced after failure occurs and others are replaced when utility staff are otherwise visiting a property. As meters age, they begin to slow which then attributes to registering inaccurate consumption reads. Within 10-15 years the project will pay for itself and then the batteries will need to be replaced. They stated staff is seeking authorization to continue to develop the project further and prepare a request for proposal to upgrade the City's meters. It would take approximately 18-24 months to change over the entire City. The majority of the Council supported proceeding with this project with the following comments: Implement a fee for property owners who aren't willing to convert to the new meter. Set aside funds for battery replacements in 10 years. Purchase meters that meet the M6 Manual Standard and have been tested. Develop an educational component for residents on how to conserve water. Public Safety Update Police Chief Goldstein and Fire Chief Kline provided an update on a public safety transition plan merging of police and fire departments) which would occur later in 2015. This merge would create opportunities under one department. They noted that a staff transitional team has been meeting and will be providing a report to the Council early in 2015.
