RESOLUTION No. 2014-288
A RESOLUTION APPROVING A PRELIMINARY AND FINAL PLAT FOR ".JUNEAU RIDGE" FOR
PROPERTY LOCATED AT 5815 .JUNEAU LANE (2014037)
WHEREAS, Juneau Ventures, LLC. has requested approval of a preliminary and final plat for the
roughly four -acre parcel presently legally described as Lot 2, Block 1, Hampton Glen Addition, according
to the recorded plat thereof, Hennepin County, Minnesota; and
WHEREAS, the Planning Commission has reviewed said request for a preliminary plat at a duly
called public hearing and recommends approval; and
WHEREAS, City staff has prepared a development contract covering the improvements related
to said plat; and
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Juneau Ventures, LLC.
for a preliminary and final plat for "Juneau Ridge"; and
FURTHER, that the development contract for said plat be approved, and that upon prior
execution of the development contract by the developer, the mayor and city manager be authorized to
execute the development contract on behalf of the city; and
FUTHER, that the following conditions be met prior to recording of, and related to said plat:
1. A preliminary and final plat is approved to allow the property to be subdivided into five lots for
single-family homes and one outlot, in accordance with the application and plans received by the
city on May 9 and June 30, 2014, except as may be amended by this resolution.
2. Approval of the preliminary and final plat is contingent upon City Council approval of the rezoning of
the site to RSF-3.
3. Prior to recording the final plat, the applicant shall: 1) receive City approval of final construction
plans; 2) execute a development contract and submit related fees and financial guarantees; and 3)
remove the house and all accessory buildings and fences.
4. Prior to recording the final plat, the applicant shall fulfill the requirements, submit the required
information, and revise the plans as indicated below, consistent with the applicable City Code,
zoning ordinance, and engineering guidelines:
a. Revise the plans and final plat consistent with the revised grading and tree preservation plans
submitted June 30, 2014, including the revisions to the size of Outlot A.

b. Amend the plans to relocate the pond construction route to another location to minimize tree
loss along the north property line. A revised tree preservation plan may be required based on
the new location.
C. Submit a draft deed and title work for Outlot A.
d. Submit separate disclosures to the new property owners indicating that a trail in Outlot A
would be constructed in the future and that they are responsible for maintenance of the
wetland buffer in a natural state and buffer monuments.
e. Amend the plat to include the standard drainage and utility easements to be six feet along
interior property lines and 10 feet when adjacent to rights-of-way.
f. Amend the tree preservation plan to list the trees in numerical order.
5. Prior to the issuance of a building permit, the applicant shall submit a survey indicating:
a. A minimum of two front yard trees to be preserved or planted, and
b. Silt fence and tree preservation fencing installed consistent with City Code.
6. Install park monuments on property corners of Outlot A.
7. Standard Conditions:
a. With the exception of a model home, no building permits shall be issued until the final plat,
deed and other recordable documents are filed and recorded with Hennepin County.
b. All retaining walls over four feet shall require issuance of a building permit and a three-foot
fence installed on top of the wall.
c. Compliance with the City's tree preservation regulations.
d. No trees shall be planted in the public right-of-way.
e. Signs shall require a separate permit and comply with section 21155 of the zoning ordinance.
f. Removal of all hazardous trees from the property at the owner's expense.
g. This approval shall expire two years after the date of approval, unless the applicant has
recorded the final plat, or unless the applicant, with the consent of the property owner, has
received prior approval from the City to extend the expiration date for up to one additional
year, as regulated under section 512 of City Code.
