1. CALL TO ORDER
Chairman Rice called the meeting toorderat 7s40 p.m. in the City %enter,
Council Chambers.
2 APPROVAL OF MINUTES
Commissioner Chesebruugh moved and Commissioner Dvorak seconded a motion to
approve the minutes of the August meeting with the following correction:, tha
word September as it appeared in the second paragraph of Item 8 on page 31
was missing the: letter "b," The motion then carried with all ayes,
3. VISITOR PRESENTATIONS
a. Athletic Association Representatives. There were no members of this group
present,

to explain a memo she had: given them containing statistics on our fall
enrollment, as well as comparison figures between summer enrollments
during 1980: and 1981. Several flyers. on winter activities were also
given: to the, commissioners. These are flyers that will be sent to
area schools in an attempt to attract participants.
Rick Busch' presentation followed and included copies of a letter and
questionnaire he plans to send to all groups who used our playfields
this past summer. The commissioners indicated an. interest in seein,,j
the results of this survey once the completed questionnaires have
been returned and tabulated, Mr. Busch then answered questions regarding
the fall soccer program, as, well, as questions regarding Plymouth
receation's role in providing youth athletic programs in relation
to the programs currently being offered by the Athletic Associations.
It was decided that Mr. Busch, Commissioner Dvorak, Chairman Rice,
and Director Blank would meet at 7;00 p.m. on November 5 in order
to discuss this issue further.
Following Mr. Busch' presentation, Director Blank introduced the new
FRAC member, David Berg, who then fielded questions regarding his
background and his interest in becoming a member of this commission.,
4 REPORT ON PAST COUNCIL ACTION
a. Award of Bids -;East Beach.. Director Blank announced that the Council
ha,d awaraed 5e 7 s un the construction of the East Beach, and he also
disclosed the contract amounts,

b. Adopt 1982 Budget and SMYear CIP. Council adopted the. 1982 budget
and the,ear CIT W16 some changes including the delaying of the
development of Parkers; Lake Community Park by one year, eliminating
the development of West Medicine Lake Park, and moving ahead.by one
year the initial development of Plymouth Creek Park.
5. UNFINISHED BUSINESS
a. Pl a field Upda_te. Work do the first four pl ayfie.l ds has been completed
an: geema:nt dr High is now 99% finished including sooding, hockey
rinks, irrigation. system and the relocation of the warming house complete
with a new gas heater: Zachary's progress has been delayed due to rain.
Portions ofthat park to be completed within the next coupld of wee4
include the tennis court asphalt and the parking lot.. Construction of
the building has begun and the ;undergrounduti l -I ty lines are in,
A decision will soon have to be made on whether to lay sod this fall
or w4it until next springs
b. Neighborhood Parkas Update., All of the basic work has been done at. Timber
Shores. The ag-lime trails should be installed next week. The floating
boardwalk was constructed by the Twin Cities Tree Trust and
is currently being stored at the Public Works. building until the gime
of its installation. The shelter is also up at this park. At Schmidt
Laker completed projects include the installation of the asphalt trails
the playground equipment and the construction of the shelter. Mission
Hill' progress has been severely hampered by rains, but it is possible
that the playground equipment will be installed next week.
c. East BeachhU date, Groundbreaking on this project took place three
weeks ago ani -progress at this si.te is very good. The parking lot
grading is nolo complete. Curb and gutter will he installed shortly.
The building foundation has been insta:t=::: and trees have been
trimmed. The question of publicly announcing the opening of the
new beach next summer was raised, and; it was the general consensus
that this would be a good idea.
d. Medicine lake Regional Park Update. Director blank attended a public
hearinglas-l. week on this issue, and informed the commissioners that
funding wouldbe available in 1983 to complete the permanent access
to the park from County Road 9. Until that time,, 36th Avenue will.
be used as 4n interim access, which is causing some concern to the
City from a. p6lir safety perspective.
e. NRPA Congress. Commissioners Threinen, Chesebrough and E(iwards are
pre -registered to attend the conference on Tuesday, October 27 and
Commissioner Mullan is registered for Wednesday; October 28. Any other
commissioners interested in attending can do so on a daily -fee basis.
6. NEW BUSINESS
a. Elm Creek Golf Course. Mervin Klatte owner of the Elm Creek Golf Course,
recently approacFedTiredltor Blank with an offer to sell the property to
the City. fir. Blank informed the commissioners that no action could be

b. New Plats, The one new plat at, this time is a large comneroialdevelop-
ment on southwest 'corner of Highway 55) and Vicksburg Lane,,
c. Review Public Hearing Process for CMprehensive Park Plan. Director,

month for purposes of reviewing the Comprehensive Park System Plan,
Letters have been sena to a wide variety of organizations in Plymouth
inviting thein to attend these meetings. Following these meetings,
HRAC will hold a public hearing in November for purposes of recommending
to the City Council the adoption of the plain. Commissioners Threinen
and Chesebrough will attend the: meeting on October 20, and Commissioners
Edwards and Dvorak will attend ort October 22,
d. Motocross Bike Track.. Director Blank shared copies of a letter with
the comm ss.ioners t at he had received from a young Plymouth resident
interested in Plymouth installing a motocross bike track. Mr. Blank
feels that Egan Park may be a possible location for such an activity,
and he has asked Rick Busch to research other communities that have
these tracks.
7. COMMISSION PRESENTATION'
Commissioner Threinen raised the question of when PiAC might get Lo tour
all the new park sites, The group decided than next spring would be a
better time than trying to do it this fall.
8. STAFF COMMUNICATIONS
Nancy Nelgeson asked the commissioners if they had ever received 3-ring
binders. in which to file their minutes and agendas, Only David Berg had
been given one, so. Nancy will order six others.

SUBJECT*, Contract Proposal for Professional Services , Parkers Lake, Plymouth
Creek and west Medicine Lake Parks
Now, that the; Dmprehensive System Plan is winding down to a conclusion,
I feel it is impo;^tant that we look forward to the next phase of our
park development program, The acquisition and/or development of three
sites stands out in tm mind at this time. These sites are Plymouth
Creek Park, both acquisition and development; Parkers Lake Park, both
acquisition and development, and west Medicine rake Park:., both
acquisition and development. These three City parks wi11 be prime
candidates for future federal and state grant programs,. The first
opportunity to submit a grant for one of these sites will be
April of next year. In order to assure ourselves the ability to
mpete for getting a grant, I think it is necessary that we have
good plans available including cost. estimates; for acquysition and
construction for each of these sites.
Another factor to be considered Is that the engineering department
willbe and already has proceeded with planning of dredging out the
major waterways or storm. water retention ponds in Plymouth Creek.
I think that these waterway's are going to set the, tone for the
entire development of the park and that we should have a major hand
in the development of how those waterways, are laid out so that they
do not have any negative impact on what the park will look like in
the future.
I think the Brauer firm has done a very professional job of workt"ng
on the Comprehensive Plan,: They have been on schedule the entire time
and are on budget, At thi's time., I think they have a, very intimate
knowledge of the system plan and the importance that these three garbs
will play in our overall park system, For this reason, I would re- .."Mend
to you that the City enter into this contract with Brauer using their
Item No. 2 under Rees for Professional Services, a lump sum fee. of
13,250 to do all three parks under one study at one time. I think we
need to begin this work itmediatelyso that thedesign work on the
storm water retention areas in Plymouth Creep will not get too far
out ahead of use and also that our Mork will be completed; and read for
submission with grants in April of next ;year. The funding fo- this planning
is available in the Central Park Park Dedication Account which currently
has a fund balance of approximately $207,000,

Re Comprehensive Park System Plan
Dear Eric;,
Sherman Goldberg of our office attended the October 20, 1981infurma.l
meeting at which time the comprehensive park system plan was reviewed,
The proposed plan includes a Portion of the following panel'
22-11.8-22--14-0003.
This meeting was the first that we have heard about any park; develop-
ment on our land and therefore, are very upset that we were not notified
prior to the plan being prepared. We do not understand why a neighbor-
hood park is needed in the area since. there is a regional park.
Further, this will be the second park development on property that we
own and are developing in the area, the first being on the west side of
Zachary Lane in the Mission Hills Park 4th development area.
We strongly object to a portion of our property being labeled "park;
land" because the connotation will: severely hinder the marketability
of the parcel. Once; the portion of the parcel: is designated as park
land it becomes more difficult to gain approval for any type of
development unless the City is ready to purchase the land at this time,
If the City Covncil approves the plan as proposed, we will have to take.
the appropriate legal steps deemed necessary;
We would request that this letter be entered into the November 5 1981
Park and Recreation Advisory Commission public hearing on the proposed
park system plan.
