Others present: Blank, Bu cwh" Thorsston, and Dick Knutson of why' McCombs -Knutson, Inc. 1., CALL TO ORDER Chairman Rice called the meeting to order at. ?:3.0 p.m.. in the Plymouth City Center Council Chambers.: 2 APPROVAL OF MINUTES Steve Chesebrough made a motion to approve the minutes which was seconded by Alan Brass.: Vote taken: all ayes. 3., VISITOR PRESENTATIONS Rick discussed his Fall programs which include 4 -Man Football, 3 -Man Basketball, 5 -Man Basketball, and youth wrestling instruction. Jane handed out an information sheet comparing program participation: between 1979 and 1930. Play Pals: had lower participation this year than last, and there seems to be no explanation for this, Ilan Brass said that Aerobic Dance its very popular in his area of Plymouth. Dick Knutson,of McCombs -Knutson shared site plans; of the Prudential. Development with the Commission. This complex°will be located on the northeast corner of Highways 55 and 494. He asked the Commission. if they anticipate any problems with Mr.Knutson's plan to incorpor ate trails at this site. The Commission had no comment at this time. Eric said that he would be reviewing the plans following their submission to the Planning Commission. and tiie City Council;. Mr.. Knutson requested that he be placed on the PRAC agenda again in September.` 4. REPORT ON PAST COUNCIL ACTIONS a_ Schedulinc procedures: Council took rote of scheduling pro- cedures on playfields adjacent to residences, but made no action 5. UNFINISHED BUSINESS a. PYyfield Update: : Grading has been done at all sites, utili. ties installed, footings for shelters area: in. Tennis courts have been completed at Oakwood and Plymouth Jr. High. Everything is on schedule and.gong well. Ridgemount site plans have been approved by the athletic associations and.school districts. Zachary playfield site has been condemned. Chairman Rice suggested a ribbon cutting ceremony for publicity purposes., but no action was taken. b., 1981 Budget Update:. Eric shared' Recreation budget book with Commissioni Painted out fee. and tax supported programs Budget book has been presented to City Council. Chairman Rice asked, if some commissioners might be present at the. August 19th Council meeting when the Recreation program budget would be presented,. Pdate Eric is reviewing this with the. Planning Department and has visited with one consulting firm. Alan Brass, and Steve Ch:esebrough.were appointed as a sub -committee Q- to interview consultants after initial screening by staff is completed. f. Retreat: commission, discussed the retreat and.ZleciZad to: attend an MRPA function in November to get ideas: and to become better informed. It was decided that a PMC retreat date would be determined following attendance at the RPA meeting c. STAFF COMMUNICATIONS Eric will, be meeting with the Hennepin County Park Reserve District staff on September 15 to review a proposed plan for, a trail around Medicine. This considera4ion was based on a report of the Physical Develop- ment Committee, Referral. Report No. 80-162. A copy of this report is attached.. Theattached reportcontains the recommendations and four tables listing the ranking of the: applications. The applications have been divided into four planning areas, plus boat launch projects for ranking and funding purposes. Attachment A - Fully Developed Areas Attachment B - Area of Planned Urbanization Attachment C - Freestanding Growth Centers Attachment D - Rural Area and Boat Launch Projects You will note that Reco=endations 14 through 16 relate to specific ggrant applications as do the footnotes on the four ranking tables. FROK: Metropolitan.Parks and Open Space Coamission DATE: July 23, 1980' SUBJECT: Review of FY 181 LAWCONJLCMR Park Grant Applications At its July 21 meeting the Metropolitan Parks and Open Sp&ze Cosission completed its review of Fiscal Year 1981 Land; and Water Conservation (LAiiICON) and Legislative Ccxmission on Minnesota Resources (LCMR) park grant applications. Staff reports on this matter were distributed to you at the July 17 Physical Developient Committee meeting. The Comission.approved the final ranking of applications as shown on Attachments A through D. Other Cowmission recowmndations were approved on. 1 July 7 and forwarded to you for discussion at the July 17 Physical Development Committee meeting. RECOMMENDATIONS That the Physical. Development Committee recommend to the Metropolitan Council: 1. That funds armilable (after a,maximum of 15 percent of available: funds are used for qualified boat launch projects) will be allocated by planning, area based on: Fully Developed Areas of Planned Urbanization .... 34% Freestanding Growth Centers...... hi Rural Areas...,, 6% (Max. $100,000) The 15 percent allocation process for lake access funds will be used for FY'81 applications. This allocation pro- cess will be reviewed end evaluated prior to any decision regarding its use in future years.) 2. That housing performance be applied as one-third weight on the final staff rankings. t 2 3.: That there be a grant maximum of $200000 in the Fully Developed Areas, $150.o00 in tbe.Are,as of Planned Urbaniza- tion, and $50,000 in.the Freestanding Growth Centers and Rural Areas. 2n any planning area, the grant maximum may be doubled if all.qualified projects in that area are funded, prior to redistribution of unused funds to other planning areas in accord with Recommendation No.; 6 below. s,; That, recognising the need for flexibility in administering, the grants. State Planning Agency has the di.scretion:of awarding approximately ten percent in excess of the grant maximum; and. that the State: Planning Agency report annually to the Commission as to the impact of the grant maximum limitation and exceptions needed. S. That there be a limit of one grant per community in all areas except,the bully Developed Area, with the exception noted in Recommendation. No. 10 below., 6. That in the event any policy planning area has unused funds after all quality projects (over 60 percent) are funded, the excess, shall be redistributed to the other planning; areas in proportion to the; 'Policy Area Allocation. Percentaj;es (No. 1 above), 1. That the recommended project review criteria shown an Table H, Attachment 1 (June 16 memorandum)., serve as the. basis for the recreational criteria ranking. 8. That the recreation criteria be applied to all projects sponsored by communities,in the Fully Developed Area, Area of Planned urbanization, and Freestanding Growth Centers. 9. That applications which meet the general guidelines for boat launches on the lakes identified on Table, A', Attachment 1 June 16 aemorandun), would be given priority for funding as follows; A* From the amount (not to exceed 15 percent of total available grant funds) taken "off the top" prior to allocation of funds to planning areas in accord with Recomaln-dation No. 1 above. b., if additional, funds beyond this 15 percent are needed in order to fund `all, qualified boat launch projects, these funds cull be taken from the planning areas in which the quaLified boat launch projects are located in proportion to the total project cost of the qualified boat launch projects located in each planning area. 10.
