Minutes of the Regular Meeting of the Plymouth Park and Recreation Advisory
Commission, July 10, 1980
The regular meeting of the Plymouth Park and Recreation Advisory Commission
was called to order by Chairman Rice, at 7:35 p.m.. on July 10, 1980, in the
City Council Chambers.
Members present: Rice, Threnen, grass, Chesebrough
Others present: Staff of the Parks and Recreation Department: Eric Blank,
Rick Busch, and Jane Thorston
7,.. APPROVAL OF MINUTES
Commissioners questionedwhether AMLAC meant County Road 124's relocation
or were they referring to a different county road. They asked that Eric
check into this. Minutes were then approved by Commissioner Brass and
seconded by Commissioner Chesebrough. Vote taken, all ayes.
3. VISITOR PRESENTATIONS
a. Athletic Association. representatives - none.
b. Others - none.
c. Jane: and Rick - Rick discussed resident participation in the program
activities he supervises, as. well as announcing the Twins -Trip game for the
T -Ball' and Softball children, and the adult softball All-Star games. He
mentioned that Fall planning had begun and talked about his new program
offerings.
Jane's discussion included beach attendance, concession clean-up around
the beach, baton i-arling week, and the popularity of youth dance and
gymnastics. Staff's main concern for next year is. how to increase
attendance. Suggestions included.a better quality brochure; advertising
in the Wayzata Community Education newsletter, Minnetonka Sailor and
New Hope -Plymouth Post; and using the homeowner associations as
distribution vehicles as well as making presentations: in the schools.
Eric announced that a new senior citizen volunteer coordinator had been
hired by Suburban Community Services.

4. REPORT ON PAST COUNCIL ACTIONS
a. P1_ay`field'sheters - Contract has been awarded to R.C., Dahlstrom, Inc.
Shelter at Plymouth Junior High will be relocated at a cost to the City of
approximately $2,500.
b. Optimist Club Donation $2,134 was donated to the City by the Optimist
Chub fortiea Tat ion of a vita par course at the Fernbrook site. Check
was formally presented to the Council on July 7. A sign will be erected.
at the site crediting the Optimist Club.
C. Music in Plxmou th Eric announced that electrical service to the natural
amphitehehatrewillbeconnectedpriortotheconcertonAugust13. Chairman
Rice asked if a band could be on the program that would play the PIP theme.
No action taken.
d. LAWCON grant,- Eric announced that. East Medicine Lake Beach has been
ranked number 1 for receiving funding.

e. Egan Park filling A permit has been awarded to B.P.C., Inca. for the
filling Egan Park, which must be done in order to make the park functional..
Work is to be completed within two years, including seeding, tree planting,
and, ground cover planting.
5. UNFINISHED BUSINESS
a. Pla field update - $127,000 from Central Park account has been transferred
into lay ie, account. Projects are proceeding as planned and are on schedule_
Groundbreaking took place at Fernbrook on July 9. The City Council will be
taking action on five regulations concerning the scheduling of games on
playfie ds near residences. Residents with playfields near their homes
were concerned with lights and noise after 13:00 p.m. Commissioner Brass
t suggested sending a copy of the f=inalized regulations following the Council's
adoption of them to Homeowner Association presidents. Eric shared community
playfield plans with the Commissioners for their review and discussed with
them some problems we are having with the owner of the land at the Zachary
playfie'dd. site Work should begin at this site around November 1, 1980.
b. 1981 budget update no change.
c. C.I.P./5 year - Revenues have been re-evaluated based on housing data.
Two or three projects have been postponed until 1982 and 1983. Council will
be reviewing C.I.P. at one of their future meetings.
d. Shiloh and Gleanloch parks update Memo from Fred Moore regarding Shiloh
waster problems was given to commissioners. Eric explained that water problems
have been corrected and the ice skating rink regraded. He also announced that
sod at Gleanloch was being laid and that contractor had misplanted some trees
because homeowners had "extended" their ,yards. Lot lines have since been
re-established and trees re -planted.
G.. NEW BUSINESS
a. P.I..P. Eric presented the P.I.P. slide show which was followed by a
suggestion that homeowner associations be invited to view it at their
upcoming meetings. Greentree West was recommended as first group to
receive invitation. September 15 was named as completion date for
brochure that accompanies slide show, and Eric and Betty Threinen
will be getting together to work, on this. Commissioner Brass was
asked to speak with Greentree West regarding setting up a date for
meeting with. them.
b. New plats - none.
c. Master park. plan update - Eric announced that adequate funding is
avaie. for a ?ark—plan update. This item was held over for further
discussion at a future meeting.
7. COWISSION -PRESENTATION
Commissioner Chesebrough brought up the matter of safety on the trail around
Medicine Lake. Staff will be meeting with Hennepin County Park Reserve
on this matter. Commissioner Chesebrough was asked if he could be liaison
between 'PR.AC and'the Park Reserve. He accepted.
Commissioner Threinen announced the goals of Community Education which
included: a) public relations, b) coordinating use of school facilities,

and c) developing programs for all ages.
Chairman Rice would like to have an educational retreat for the Commissioners
in late fall/early winter to discuss leisure time needs of citizens. He asked
that this item be put on a future agenda,
8. STAFF COMMUNICATIONS
Jame and Eric will be meeting with Medicine Lake Senior Citizen Club. Their
president is meeting with Eric on July 11.
9. ADJOURNMENT
Commissioner Brass made a motion to adjourn at 9;,50 p.m. Commissioner Chesebrough
seconded motion.

This is a follow-up to our meeting we had with Mark Peterson earlier
this year. At that time, we asked you to explore whether or not
Greentree West Homeowners Association would be interested in h.av%ng; a
vita course along; the -trail in your area.: You later repliedthat
your group may be interested in such a development.
The PRAC has reviewed where they think the first vita course should
be installed, and based on this review, the City Council has agreed
to kava the plymuth votimistt Chub install z course: at the neer
Fernbrook playfield.

Gentlemens
Watching kids hike and ride up and down our nerdy renovated park
trail, and having it used dally, by adults taking strolls, is a
pleasure we've not seen in the "our and one half years we have
lived here. The improvement and completion of the Fazendin Park
trail with new bridges and benches has been a long-sought goal
and is now much appreciated. it is quite remarkable how much
more the park and, its trail is being used
Our thanks for completing a project that makes the park, more

east corner of 1-494 and Highway 55. We appeared before the Planning
Commission on, July 16 to discuss the potet4,-U development on an informal.
basis. It was suggested that P.R.A.C. could also be contacted. to discuss
the City's desire for trailway systems: through the. site¢

SUBJ. TRAIL ACQUISITIONS AND IMPROVEMENTS
1. Extension of Greentreer West Trail
Extension of Greeotree West Trail about 50-100 feet ties us directly
to the bike lane on Cty 24 going out to. Baker Park.
Paving/screening of 50 feet between Old Greentree and Greentree West
by 2.800 block.
This is a, dangerous and unsightly mud path along a sewer pumping
station It's widely used by bikers, hikers and dogwal`kers.
y3QAcquisitionandpavingof400 - 500;foot tray, through Reiser`s
cornfield abuting Imperial hills and Green Oaks Park,
This involves changing out trail plan to follow existing usages.
It also involves rerouting off of roads, one of which is very dangerous,
out to what appears: to be a combination of autlots, easements and the
edge of a farm. The defacto trail running through this area gets
very heavy usage and is quite dangerous,
