future by being reactive to meds. Manager Willis indicated that the Parks and
Recreation Advisory Commission memos to work on the Parks CIP alement in the Spring -
Summer.. Mayor Hunt recaped the development and usages of the Paries Aadicatlon Fund..
The Council:Momibers stated that, they would prefer to acquire 14nd through the Parts
Dedication fund and to develop, sites with a referendum.
Council recowwandad that the Parts and Recreation Advisory Commission consider
Q10 several sites as acquisition priorities.
1) A site -near Minneapolis Workhouse property north of County Road 6 and west of
Niagara Lam in vicinity of Public Works building.
Q Q' 2 A site in thevicinity of Greenwood Elementary School.

Parks and Recreation Advisory Commission Appointments
On January 4, 1979 Mayor Hunt announced the appointment of Jim Rice as the
Parks and Recreation Advisory Coimiission Chairman for 1979.
It is anticipated that ky February A1979 the Mayor and Council will
complete the reappointmeh-ts as well as new appointn"nts for the Commission.
In addition, a Vice Chairman will be designated to assume: duties in the
absence of the Chairman.
The new Commissioner appointees will ;receive an orientation package.

SUBJECT: Citizen Input for Neighborhood Parks
On January 23 and 24, 1979 members of the Parks and Recreation Advisory
Commission and staff met with citizens of the Shiloh and Gleanloch
neighborhoods to obtain input relative to the development of the
neighborhood park sites.
While valuable input was obtained at the respective meetings the
Commissioners and staff in attendance felt additional input is needed.
before making a recommendation to Council.
On February 1, 1979 the Shiloh residents will appear at 7:30 pm to
give additional input while at 8:15 pm residents from the Gleanloch area,
will appear to give input.

SUBJECT; Telephone Survey
On January 22, 1979 the Parks and Recreation Advisory Commission met with
Mayor Hunt,, Counci;Tmember Hoyt and staff to discuss and revise the telephone
survey questions.
Staff was requested to revise the questionnaire as. attached. The Commissioners
have been requested by Chairman Rice to provide, five names each to serve as
telephone volunteers. The listing will be compiled at the February 1, 1979
meeting.
Should the Commission find the questionnaire satisfactory it would be appro-
priate to recommend to Council that the survey be administered as revised.

Telephone Survey Questions
In December, 1978, Council authorized staff and the Parks and Recreation
Advisory Commission to undertake a telephone survey to obtain citizen
input in an effort to assist the Parks and Recreation Advisory Commission
and Council in determining the feasibility of placing a referendum before
the electorate to develop playfield sites.
Council directed that the listing of questions be returned to Council for
authorization prior to administration. Attached herewith is a listing of
the questions to be used in the survey.
Staff proposes to train the telephone callers during the week of Februa r_,
4, 1922—and to administer the survey the week of February11 `XUSL" '`taaff
proposes to have the final report no later than' a rua_r 24,j979 for
discussion at the March 5, 1979 Council meetingT-Wi.c lmea recommenda-
tion will be made by the Parks and Recreation Advisory Commission. as to
feasibility of undertaking a bond referendum.. The Parks and Recreation
Advisory Commission will meet on March 1, 1979 to formulate the recommenda-
tion.
Staff estimates the need for twenty persons to conduct the telephone survey
from 6:00 9:00 pm on two evenings with the ideal sample size being 400
persons. Staff estimates a total of 8 hours will be involved by each
telephone caller; two hours for training and six hours for telephoning.
Because of the need for a centralized calling location, a contact willbe
made to use a bank of telephones located in a commercial/industrial office.

SUBJECT Class III Bike Routes
The adopted -trail system plan for the City of Plymouth contemplates the
placement of Class III bike routes on shared road surfaces without separation
from traffic and where vehicle rates are below 1,000 per day and a maximum.
speeed. limit is 35 mph. Staff recommends that where feasible the proposed.
Class III bike routes be identified with appropriate signing on the basis.
that more residents will be better served by linking existing trail
components to the school, parks and other points of interest. Where the
routes intersect.with state and/or county highways staff will coordinate
with those agencies to provide appropriate signing and warning devices..
Staff recommends that the $2,000 identified in the, adopted 1979 Parks CIP
as special projects be expended for the acquisition of signs appropriate
for Class III bike route identifica ion.
Should the. Advisory Commission concur with staff recommendation it would be
appropriate for the Advisory Commission to forward a,recommendation supporting.
staff recommendation to 'Council for implementation.

SUBJECT: Parks and Recreation Advisory Commission Appointments
On January 4, 1979 Mayor Hunt announced the appointment of Jim Mice as the
Parks and Recreation Advisory Commission Chairman for 1979.
It is anticipated that by February l' 1g79 the Mayor and Council will
complete the reappointments as well as new appointments for the Commission.
In, addition, a Vice Chairman will be designated to assume duties in the
absence of the. Chairman..
The new, Commissioner appointees. will receive an orientation package.

Citizen Input for Neighborhood Parks
On January 23`and 24, 1979 members of the Parks and Recreation Advisory
Commission and staff met with citizens of the Shiloh and Gleanloch
neighborhoods to obtain input relative to the development of the
neighborhood park sites..
While valuable input was obtained at the respective meetings she
Commissioners and staff in attendance felt additional input is needed
before making a recommendation to Council.
On February 1, 1979 the Shiloh residents -will appear at 7;30 pm to
rive additional input while at 8:113 pm residents from the Gleanloch area
will appear to give input.
