PLYMOUTH: PARK AND RECREATION ADVISORY COMMISSION
November 16, 1978
A special meeting of the Plymouth Park and Recreation Advisory Commission was called
to order at. 8:05 pm by Director Born in the Council Chambers of the City of Plymouth
MEMBERS PRESENT Alan Brass, Barbara Edwards, James Rice, Dorothy Terry, Betty
Threinen, Bob Troemel, and Director Born.
MEMBERS ABSENT: Mary Goe tten,James Guddal, Chairman Dick Williams.
GUESTS: Pat Hoyt, Councilmember and Bill Morris, University of Minnesota
Political Science Department.
Director Born distributed materials requestedby' the. Commissioners: relating to
1) Central Park referendum results of April, 1977, and
2) The draft copy of the bond referendum proposal to be presented to Council.
Mr. Morris was introduced and discussed the following topics:
1;) Types of surveys and their levels reliability and validity. Mr. Morris prefers
the telephone survey based upon cost, higher validity, higer reliability and a
better cross section of sample group.
2) The typical telephone survey of 400 households covering 4 nights between the
hours of 6:00 - 9:00 pm could cost as little at $300 if the community would provide
the callers. This. type of survey has a high degree of reliability and validity
would take approximately 2 months to complete once authorization, is given to
procede
3) The survey would he developed with input from the Council, Park and Recreation
Advisory Commiss ion and staff. The goal of the survey would be to obtain
citlzen input for strategy, tactics and package as well as to educate: through
the survey and with the results..
Questions were addressed to Mr. Morris.
Commissioner Rice moved and Commissioner Terry seconded a motion that the Commission
recommend the support of the methodology presented by Mr. Morris relative to the:
feasibility and need for a telephone survey.
Commissioner Brass moved and Commissioner Terry seconded a motion to amend the fore-
going motion that Council authorize the development, administration and evaluation
of a telephone survey as a means of citizen input and education as proposed by Mr.
Morris for a bond referendum proposed for June, 1979 to acquire and develop
community playfie'Id sites.
Motion carried on the main motion and the amended motion.
Being no further business the meeting was adjoured at 9:30 pm.
