MINUTES OF THE SPECIAL MEETING OF THE
PLYMOUTH PARK AND RECREATION ADVISORY COMMISSION
August 151, 1978
The special. ,.eti" of the Plymouth Park and Recreation Advisory Commission was
called to order by Chairman Dick Williams at 7:30 pm in the Council Chambers of
the City of Plymouth.: The special meeting was held because the regular meeting
did not have a quorum.
MEMBERS PRESENT! Barb Edwards, Mary Getten, James Guddol, James Riney Dorothy
Terry, Betty Threinen, Bob Troemel, Chairman Dick Williams
and Director Jon Born:.
MEMBERS ABSENT: Alan Brass.

nutes of the July 6 1978 meeting were read and approved..
BASS LAKE -TIMBER SNORES
Victor Born reviewed the meetings held between the Commission, Staff and the
Bass Lake -Timber Shores area citizens and specifically Mr. Mayne Johnson.
GREEN TREE WEST
Director Born r -ported ori Council's direction for Green Tree West island and
maintenance, reforestatioR and manual of operations and maintenance.
CIP
fWie Park and Recreation Advisory Commission finalized the parks CIP for 1979-83..
The CIP will be forwarded to the Planning Director for consideration by the
Planning Commission and ultimately to Council for consideration and adop}tion.
Commissioner Guddal moved and Commissioner Edwards seconded a motion that the
1979-83 parks CIP be finalized. Motion carried..
OTHER BUSINESS
Director Born informed. Commissioners relative to contract termination. of All
American Recreation and Sales, Inc. and Wehrman, Chapman Associates, Inc..
Director Born informed Commissioners. relative to Council adoption o the parks
operations and maintenance manual.
Commissioners indicated the desire to hod a regular meeting on September 7, 1978
and to schedule the parks tour on September 14, 1978.to start at 4:00 pm and
finish with dinner at the Radisson.
ADJOURNMENT
Being no further business, the meeting was adjourned at 10:00 pm.

SUBJECT, Hockey Facility Needs 1978-79 Season
Both the Wayzata Youth Hockey Association and the Plymouth Athletic Association.
perceive a need for additional hockey facilities for the 1978-79 season based
upon their registration projections.
Discussion with the Wayzata Youth Hockey Association. President leads me to
believe that this group can operate adequately in 1978-79 with the facilities
presently available.
The Plymouth Athletic Associ atirq hockey association perceives a need for one
or two hockey sites in Plymouth. In the -1977-78 season, Council authorized the
use of the Pilgrim Lane Elementary hockey rink on a one year, temporary basis..
The. Plymouth Athletic Association needs at least one hockey facility in Plymouth.
on a 6 day basis.
Location options are;
1) Armstrong Senior High°School
2) Plymouth Junior High School.
3) LaCompte Green Park
4) Pilgrim: Lane. Elementary School
Option 1 Armstrong Senior High School Lacks warming house facility, finances
for attendant and funds for extra rink maintenance.
Option 2 Plymouth Junior High School - Lacks wAming house facility, finances
for attendant and funds for extra rink maintenance. The boards and
lights need upgrading and repair at, costs estimated at $4,500 $6,000.
Option 3 LaCompte Green Park. The e.is ing rink is too hazardous to use in its.
present condition. Rink is beyond pointof repair and should be
dismantled for reasons of safety. A temporary rink could be i:stalled
at a cost estimated at $6,000 - $8,W0 while a: permanent rink, would
cosi: approximately $12,000 if built as proposed in che, concept. designs.

Option 4: Pilgrim Lane Elementary School - This rink is very suitable for scheduled
use in terms of condition, lights, attendant availability and locator.
Its scheduled use would require Council direction. In 1977-78, Council
directed the scheduled use: of this facility on NMadays, Tuesday,
Thursdays and Saturdays.

I recommend that:
The rink at LaCompte Green Park be dismantled in the %alter€st of safety..
The Pilgrim Lane Elementary School rink be; scheduled for use by the
Plymouth Athletic Association in the 1978-79 season frog approximately
Enid December, 1978 u»til approximately mid February, 1979 on Mondays
thru Saturdays from 6::00 pm until 9:00 pm.
It is appropriate for tse Commission to support staff's recommendation.

The 1978 parks bus tour is scheduled to leve the city offices (3025 Harbor,Lane)
at 4:00 pm on September 14, 1978.

Chairman Williams has, suggested that subcommittecs be formed with Commissioners
selecting co1*mittee work based, upon specific a-eas of interest.
Chairman Willi ms has suggested the. following as possible subcommittees.-
1)
ubcommittees:
1) Trai is
2 Puhlic Relations:
3 Long Range Site Identification
4) Recreation and Facilities
5) Budget and: opera ions
The subcommittees will not:
1.) Provide work direction to the Parks and Recreation Department.
2) Involve themselves with Departmental' operations or policy.
3) Work independently of the Director.
The, subcommittees can function as:
1) Information resource specialists for the respective committee..
a) give input to staff to facilitate the decision making process.,
2) Liaison between citizens and the Department related to citizen input and
information dissemination. to citizen groups.
