PLYMOUTH PARK AND RECREATION ADVISORY COMMISSION MINUTES
July 6, 1978
The regular meeting of the Park and Recreation Advisory Commission was called to
order, by Chairman Williams at 7.40pm in the C,.uncil Chambers of the City of
Plymouth.
MEMBERS PRESENT: Alan Brass, Barb Edwards, James Guddal, Dorothy Terry, Chairman
Williams and Director Jan Born.
MEMBERS ABSENT; Mary Getten, James Rice, Betty Thre%nen, Robert Troemel.
GUESTS PRESENT; Dave Burr, Dan Hargarten, Sam Faust (Green Tree: West)
MINUTES
5 minutes of the June 8, 1978 meeting were approved as presented.
FACILITIES
Wneral discussion was held regarding the series of meetings held' with the various
youth serving sports/athletic organizations relative to facility needs, Discussion
was also held, on input from the organization and reactions to developfiig playfields
with a bond referendum and the various organizaticns support of and willingness to
work for such an issue. The following recommendation addressed itself to facility
shortages; Commissioner Guddal moved and Commissioner Brass; seconded a motion that,
the Park and Recreation Advisory Commission recommend that Council consider a,
return to daytime scheduling of present,taclities which are currently under-utilized
as an alternative to alleviate facility shortages. Motion carried. Staff will
forward this recommendation as well as notes from the meetings to, the City Manager.,
LAWCON GRANT
e:nera discussion held: relative to potential LAWCON grant applications for 1979.
The Park and Recreation Advisory Commission supported staff's recommendation to
file for Shiloh neighborhood park development for 1979. Staff will explore the
trails grant programs and maximize local funds and projects to applicable grants
programs.. The required applications will be filed by July 28, 1978. Discussion
held on applicability of developing a. Vita-parcours with grant funds. Major
question was location of the site.
CIP
aff and Commission began work on the: preliminary draft of the 1979-83 parks CIP.
Staff will take commission input and correlate projects with estimated costs,,
grants availability as well as anticipated revenues from the Parks Dedication Fund..
Staff will return in August with the compile?d draft for the P., ° k and Recreation
Advisory Commission`; review and recommendations..
BUS TOUR
t3`freviewed locations of proposed community playfields with the Commission
members. Convvissioners felt it desirable that the proposed` playfields be included
pan the annual bu s tour this Fall.
N M`ARA LANE BIKEWAY GRANT
Status of Niagara Lane Bikeway Grant was reported.. Staff is in the process. of
negotia fling the execution of easements for properties west of Niagara. Lane and
north of 2Sth Avenue North. The State (Department of Transportation) is reviewing
final plans and specifications.

GREEN TREE BEST
Staff reviewe-i the petition forwarded by residents of Green Tree West subdivision
as well as the staff memo dealinq with the maintenance of the island area and
reforestation. Residents of the area. appeared to discuss: the reasons for the
petition, Their concern, related to
1) Heed control - residents would like to have, island mowed at least 4 times per,
Year and to leave a 6" 8' strip around the pond edges,
2) Reforest the site as trees have died which, the developer planted.
3)'Whether private citizens could undertake the maintenance of the island.
Residents felt that a double standard was applied requiring developer to mow site
and now that site is the w ty`s responsibility,, maintenance is not. being conducted.,
Resident's felt that sites such as the Green Tree West island should nott be
designated Open Space Natural areas but rather Open Space, Primitive Areas
Response to Residents;
Staff - Open. Space Natural: Areas are areas, designated to be lift primarily in a
natural state for passive nature oriented activities.
Pre`:iminary drafts for reforestation in 1978 hive included. the 'Green, Tree
West island based on criteria of sites having lost trees due to shade
tree disease or to: other natural methods.
Staff recounted that citizens could not maintain public property without
incurring liability and the the City Staff would not authorize this. to
be done.
Staff recounted that the developer may have maintained site oo the basis
that a highly maliltain+ed site would: do ti better job of selling homes.
Any change in level or degree of maintenance for this. site would have to
cone from Council as a directive as the City has other Open Space Natural
Areas tether than Green Tree West island,.
Chairman Williams suggested site could be 'waintained on a infrequent basis to: which.
Director Bo %i indicated such change would have to be. directed by Council and that
maintenance personnel,, equ pTent,. and finances are not presently adequate to pick
up this site,. Should Council direct otherwise, the, site would have to. maintained
by contract.
Staff will meet with citizens on July 17, 1978 at the site to view first hand the
citizen concerns and wi-41 forward the citizen's petition to the Manager for con-
sideration
OTHER BUSINESS
Chairman WTATi-ams indicated a desire to establish sub -committees and w.111 begin with
a trails sub -committee on which Conmissioner Guddal and Conmiissioner TrQemel will
serve. The pLrpose isto work with staff in trails: oriority identification. Other,
possible sub -committees include-, youth serving: organizations, publicity/public
relations, recreation.

SUBJECT., Bass Lake/Timber Shores Area Residents
On July 18, 1978, Mr. Wayne Johnson, a resident of the Bass:: Lake area visited
with me concerning the needs for a park in the Bass Lake area. Mr, Johnson
has developed, distributed and collected'a guestionnarie relative to park
develop-imo t topics and interests. Attachment #1 illustrates the questionnaire
summary.
Walking neighborhood #10 has a park located within its boundaries. known as
Timber Shores Park which is designated as a community park. The 38+ acre site
was purchased in the: 1960's with a general o4ligation bond and since that time
has had only a. ballfield developed. upon the site as well as reforesDation in
1975 and 1977.
Attachment #2 illustrates Plymouth's park tier classification system developed
from Metropolitan Council guidelines, The walking neighborhood. (#10)
corresponding to Timber Shores .Park is at 21%(290)of its anticipated population
saturation of 1,377 while the driving neighborhood, consis ting of walking neigh-
borhoods #2r 3, 7, 8, 9, and 10 is at 4% (561) of its anticipated population
saturation of 14,000+ persons..
Mr. Johnson and a group of residents will attend the August 3, 1978 commission
meeting and Commissioners have been requested to attend the Bass. Lake Homeowners
Association Meeting at 7:30 pm on August 9, 1978 to be held at Nicklow's
Restaurant an Highway 100 and 36th Avenue. North.

SUBJECT: Green, Tree Nest Island Maintenance
On July 6, 1976, several residents of the, Green Tree West subdivision attended
the Park and Recreation Advisory Commission meeting requesting that maintenance.
Vorts be: improved relative to weed control on the Green Tree West island.
A second request was made for reforestation consideration, or, the island.,
On July 24, 1978, the Plymouth City Council took action directing staff to.
1) immediately mow the island for weed control and to mow an appropriate number
of times per year to maintain weed 'control, and to exercise weed control
by spraying if feasible.
2) Review the development contract relative to a landscaping requirement and
possible bond.
3) Return to Council with a maintenance plan for park areas.
As per Council's directive, I have instructed the Parks Maintenance and Environ-
mental Supervisor to commence said. maintenance. I have also noted said directive;
in the maintenance plan.
