HomeMy WebLinkAboutCity Council Minutes 07-22-2014 SpecialAdopted Minutes Special Council Meeting July 22, 2014 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on July 22, 2014. COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, Prom, Johnson, and Bildsoe (arrived at 6 p.m.). ABSENT: None. STAFF PRESENT: City Manager Callister, Community Development Director Juetten, Public Works Director Cote, Administrative Services Director Fischer, Park and Recreation Director Evans, Police Chief Goldstein, Street Manager Smith, Street Supervisor Keith, and City Cleric Engdahl. Snow Removal Policies Public Works Director Cote discussed the current policy on the removal of the ice and snow on City maintained streets. He noted due to the long and unusual winter, the Council requested this report. This past season was especially difficult as the snow from the first snowfalls stayed. It wasn't a typical winter in that there weren't the normal number of weeks for the snow to melt between events. If the snow has a chance to bond to the pavement, it takes a least three times the effort to remove the snow. Staff has reduced the amount of salt that is being applied to the roadways by 30% and also doing more plowing. He stated staff has contacted other cities on changes they've made to their snow removal policies. Police Chief Goldstein stated there are other ancillary issues such as the private contractors plowing commercial lots in the evening hours and the dumping/piling of snow at commercial lots i.e. Prudential). He agreed that this was an unusual winter due to the amount of snow received that caused other issues. Councilmember Willis requested a copy of the State Statute where it's illegal to pile snow in the street due to safety reasons. City Manager Callister commented that the City's system isn't perfect, but it works. Staff can make adjustments as necessary and look at using more resources. Councilmember Willis agreed and stated that he doesn't see a need to change anything unless the staff feels there needs to be. Adopted Minutes 1 of 2 Special Meeting of July 22, 2014 No changes were made to the current policy. Set Future Study Sessions The Council scheduled the following study sessions: 1. Quarterly City Manager update following the September 12 regular meeting. 2. Discuss rental ordinance as it relates to weekly or monthly rental of single-family homes on October 14 at 5:30 p.m. Adjournment Mayor Slavik adjourned the meeting at 6:57 p.m. andra R.
