HomeMy WebLinkAboutCity Council Resolution 2012-218CITY OF PLYMOUTH RESOLUTION NO. 2012-218 A RESOLUTION APPROVING FINDINGS OF FACT FOR AMENDING THE ZONING ORDINANCE TEXT RELATED TO SIGNAGE AT CORNERSTONE AUTO PUD, 3901 VINEWOOD LANE (2011037) WHEREAS, Cornerstone Auto Resource has requested a PUD (Planned Unit Development) amendment to allow installation of an electronic sign on their site near the southwest corner of County Road 9 and Vinewood Lane; and WHEREAS, the subject property is legally described as Lot 1, Block 1, Powells Addition, Hennepin County, Minnesota and Lot 1, Block 1, Amoco Oil Company 2"a Addition, Hennepin County, Minnesota; and WHEREAS, the Plymouth Zoning Ordinance requires a text amendment for a PUD amendment; and WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval; and WHEREAS, the City Council has adopted an ordinance amending the Zoning Ordinance text. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does support and approve the request by Cornerstone Auto Resource for a PUD amendment and related zoning ordinance text amendment, based on the following findings: 1. The amendment is consistent with the city's comprehensive plan, as well as with the goals and intent of the PUD signage regulations. The proposed sign would be located along County Road 9 (an arterial roadway), which is a higher order road. 2. Based on freeway speeds and the sign distance from the closest freeway travel lane (roughly 330 feet), an electronic sign abutting I-494 would be less effective than an electronic sign abutting and facing County Road 9. Ineffective signage is not beneficial to either the traveling public or the business owner. Resolution 2012-218 (2011037-PUDA) Page 2 of 2 3. Relocating the monument -type sign northerly from the site entrance along Vinewood Lane to the County Road 9/Vinewood Lane intersection would result in positioning the sign farther away from the residential areas to the south. In addition, re -orienting the sign to face east/west toward County Road 9 would help to make it less noticeable from the residential areas to the south. ADOPTED by the City Council on July 24, 2012.
