HomeMy WebLinkAboutCity Council Resolution 2012-205CITY OF PLYMOUTH RESOLUTION No. 2012-205 A RESOLUTION APPROVING A SITE PLAN AND VARIANCES FOR A MEDICAL OFFICE BUILDING AT 15535 34TH AVENUE (2012037) WHEREAS, Violet -C, LLC has requested approval of a site plan and variances to allow constriction of a medical office building at 15535 34" Avenue, and WHEREAS, the subject property is legally described as Lot 1, Block 1, Plymouth Hills 7th Addition, Hennepin County Minnesota; and WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Violet -C, LLC for a site plan and variances to allow constriction of an 18,590 square foot medical office building on the vacant parcel located at 15535 34th Avenue, subject to the following conditions and findings: 1. The proposal is hereby approved, in accordance with the plans received by the city on May 24, 2012 with revisions received June 29, 2012, except as may be amended by this resolution. 2. The variance requested to allow the major building massing to be perpendicular to 34th Avenue is hereby approved based upon the finding that all applicable variance standards have been met. 3. The variance requested to allow the main building entrance to face east toward the parking lot, instead of facing north toward 34th Avenue is hereby approved based upon the finding that all applicable variance standards have been met. 4. The variance requested to allow the majority of the parking spaces to be located in front of the rear building line is hereby approved based upon the finding that all applicable variance standards have been met. 5. Prior to issuance of building permits, the following items shall be completed: a. The applicant shall submit the required financial guarantee and site improvement performance agreement, as required by the city. b. The applicant shall obtain the necessary permit from Bassett Creek Watershed. Resolution 2012-205 (2012037) Page 2 c. The applicant shall provide a maintenance agreement for the filtration basin. d. The applicant shall provide the city with a drainage and utility easement over the filtration basin area. 6. Prior to issuance of building permits, the applicant shall revise the plans, as follows: a. The trees along 34th Avenue shall be substituted with maples. b. Maximum depth of the filtration basin shall not exceed 24 inches. c. Provide a detail for the filtration basin on the plan. d. Pedestrian ramps are required on sidewalk connections to the handicap parking stalls. Add note: "(See detail STRT-4)". e. Pedestrian ramps are required on sidewalk connections to the driveway entrance. Add note: "(See detail STRT-3)". f. Call out detail STRT-8 for the concrete entrance apron, per city detail note. g. Identify a stop sign at the exit side of the driveway entrance. h. Identify that the storm sewer between private strictures and public connections shall be reinforced concrete pipe. i. Identify that watermain shall be C900 PVC. j. Identify material for rip rap as granite. k. Core drill storm sewer connections into public strictures. 1. Add to Utility Plan Note 1: Install to the requirements of the "City of Plymouth's Engineering Guidelines and Standard Detail Specifications." m. Add to Utility Notes that all adjusting rings for strictures shall be H.D.P.E per city specifications. n. Add to Utility Notes that all storm sewer eight inches and larger shall be televised and the report submitted to the City of Plymouth Engineering Department for review prior to paving. o. Provide a stricture schedule on the plan that includes stricture number and type, casting type, inverts and casting elevation. p. Provide city details dated March 2012. q. Relocate the hydrant to an approved location at the site entrance driveway and 34th Avenue intersection. r. Relocate the fire department connection to an approved location at the main entry door. s. Identify the post -indicator valve location. t. Submit fire flow calculations. u. Submit turning radius evaluations. v. Fire lane signs are required in approved locations through the drive aisles in areas not designated for parking. 7. Standard Conditions: a. Any signage shall comply with the signage regulations and shall receive prior approval of the appropriate sign permit. Resolution 2012-205 (2012037) Page 3 b. The applicant shall submit a reproducible 8'/z x 11 inch "as built" fire protection plan prior to the release of any financial guarantees. c. Trash and recycling storage shall be in compliance with the zoning ordinance. d. The site plan and variances shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the city to extend the expiration date for up to one additional year, as regulated under sections 21045.09 and 21030.06, respectively, of the zoning ordinance.
