HomeMy WebLinkAboutCity Council Resolution 2012-179CITY OF PLYMOUTH RESOLUTION No. 2012-179 A RESOLUTION PROVIDING INFORMAL COMMENTS ON A SKETCH BY DOMINIUM FOR A TOWNHOME DEVELOPMENT LOCATED AT 10305 BASS LAKE ROAD (COUNTY ROAD 10) (2012020). WHEREAS, the applicants have requested a pre -application sketch review of a potential PUD with townhomes to be located on property at 10305 Bass Lake Road; and WHEREAS, any opinions and comments on the sketch provided in this resolution or by the Planning Commission and/or City Council shall be considered advisory only and shall not constitute a binding decision on any future development of the property; and WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that it hereby provides the following comments on the sketch that was submitted on March 29, 2012: If the development plans proceeds, formal applications for a PUD general plan amendment, PUD final plan, and a preliminary and final plat would be required prior to any development. 2. The land use shown satisfies the density requirements of the LA -3 land use designation. Area assessments would be required for sanitary sewer and water area charges consistent with the rates in effect at the time the plat is approved. 4. With a formal application, the applicant should include the following information on the site plan/landscaping plan/elevations: a. Wetland boundaries and buffers consistent with a new wetland delineation. A wetland mitigation plan may also be required based on the amount of fill indicated. b. Conformance with the design criteria for townhouse strictures in section 21115 of the zoning ordinance. c. A sign at the entrance to the development that includes the street/address ranges and indicates the street has no outlet. d. A twenty-five foot setback between the townhouse buildings. e. A sidewalk or trail within the development providing pedestrian access to the property to the east. f. Add additional guest parking spaces as no other opportunities for overflow parkin eg xist. g. Identify a location(s) for snow storage h. Provide all units with automatic sprinklers regardless of the size of the stricture. i. Provide a public street access to Bass Lake Road and a connection to the east to provide access to Nathan Lane when that property develops. j. Relocate the playground to a more central location. 5. With a formal application, the utility plan should include the following information: a. Provide water from existing mains in Trenton Lane to the development and a stub at the east property line to allow connection through the property to the east as development occurs. b. Provide fire hydrants and fire lane signs in approved locations. 6. Protect peripheral mature trees during constriction to decrease visibility into the site from the adjacent properties. 7. Consider crime prevention when designing lighting and landscaping. 8. With a formal application, the applicant should submit design information for the pervious asphalt drive indicating that 1) the bridge and drive have a minimum seven -ton capacity and 2) compliance with the requirements for pervious surfaces. 9. With a formal application, the applicant should submit a wetland delineation and identify any wetland impacts. 10. The project is within an improved total maximum daily load for biota and dissolved impairments and best management practices may be required to address this condition. 11. Provide a 10 -foot trail easement adjacent to the Bass Lake Road right-of-way. 12. Standard Information: a. All documents and details submitted would be required to be consistent with the zoning ordinance, subdivision regulations, city code, and the current engineering guidelines (unless specifically granted PUD flexibility), including, but not limited to: 1) tree preservation and landscaping requirements; 2) signs; 3) lighting; 4) fire flow calculations; and 5) stormwater run-off and pipe capacity calculations and a drainage map. b. No retaining walls are permitted in the public right-of-way. Retaining walls in easements require prior approval of the city engineer. Building permits are required for all walls over four feet in height and a minimum three-foot fence is required on top. c. The developer would be responsible for the constriction of necessary watermain, sanitary sewer, storm sewers and streets to serve the site. d. Permits would be required from all local, regional, state, and federal agencies with jurisdiction over the project. These permits would be identified with any plat approval. e. Attached housing strictures exceeding 9,250 square feet would be required to be protected by an approved fire sprinkler system. APPROVED this 22nd day of May, 2012.
