HomeMy WebLinkAboutCity Council Resolution 2014-213CITY OF PLYMOUTH RESOLUTION No. 2014-213 A RESOLUTION APPROVING THE PROPOSED FINAL LAYOUT FOR THE INTERSTATE 494 PROJECT (LAYOUT No. 5 SP 2785-330) WHEREAS, the City Council of the City of Plymouth is the official governing body of the City of Plymouth; and WHEREAS, the Commissioner of the Minnesota Department of Transportation has prepared a final layout for improvements to Interstate 494 including but not limited to the construction of a third general purpose lane in each direction on Interstate 494 between Trunk Highway 55 and East Fish Lake Road that affects the cities of Minnetonka, Plymouth, and Maple Grove, Interstate 494 from Interstate 394 to Interstate 94, and seeks the approval thereof; and WHEREAS, said final layout is on file in the office of the Minnesota Department of Transportation ("MnDOT"), Waters Edge, 1500 West County Road B2, Roseville, Minnesota, dated May 27, 2014, and marked, labeled, and identified as SP 2785-330 Interstate 494 Municipal Consent Layout from Interstate 394 to Interstate 94 (the "Final Layout"); and WHEREAS, on May 30, 2014, MnDOT submitted the Final Layout and other supportive materials and data to the City and requested the City's consent to and approval of the Final Layout pursuant to the provision of Minnesota Statutes Section 161.164; and WHEREAS, The Metropolitan Council and MnDOT have previously identified Interstate 494 as part of the regional MnPASS System Vision (also called the Managed Lane System Vision); and WHEREAS, the City desires to have third lane continuity in the segment of Interstate 494 from Trunk Highway 55 to West Fish Lake Road; and WHEREAS, the City supports future capacity expansion beyond the third lane on Interstate 494 to be a part of a MnPASS System provided proper analysis and studies indicate the need for or appropriateness of such a lane and that the affected cities are included in the study process; and WHEREAS, this resolution reflects the policy position of the current City Council and is not binding on any subsequent duly elected City Council officials. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Plymouth in its regular meeting assembled to adopt this resolution that the City of Plymouth hereby supports the construction of a third general lane in each direction on Interstate 494 between Trunk Highway 55 and West Fish Lake Road. BE IT FURTHER RESOLVED, that the City of Plymouth supports the construction of auxiliary lanes on Interstate 494 1) northbound between Interstate 394 and Carlson Parkway, 2) northbound and southbound between Highway 55 and County Road 6, and 3) southbound between the Fish Lake Interchange and Bass Lake Road; and BE IT FURTHER RESOLVED, the provisions of capacity on Interstate 494 between Interstate 394 and Interstate 94, beyond three general purpose lanes in each direction, may be considered for a Managed Lane (MnPASS Lane) provided proper analysis and studies indicate the need for or appropriateness of such a lane and that the affected cities are included in the study process; and BE IT FURTHER RESOLVED, the proposed auxiliary lanes, to be constructed with the project, may be used for the provisions of additional capacity for the Interstate 494 Corridor; and BE IT FURTHER RESOLVED, the final layouts designated as Layout Number 5 SP 2785-330 for the provisions of a third general purpose lane of capacity on Interstate 494 between Trunk Highway 55 and East Fish Lake Road and the construction of auxiliary lanes on 1) northbound between Interstate 394 and Carlson Parkway, 2) northbound and southbound between Highway 55 and County Road 6, and 3) southbound between the Fish Lake Interchange and Bass Lake Road located within the corporate limits be and is hereby approved; and BE IT FURTHER RESOLVED, that the City Council authorizes staff to work with MnDOT to make any necessary minor modifications to the layout during the design and construction phases of the project.
