HomeMy WebLinkAboutCity Council Resolution 2014-183CITY OF PLYMOUTH RESOLUTION No. 2014-183 A RESOLUTION APPROVING A SITE PLAN AMENDMENT AND CONDITIONAL USE PERMIT AMENDMENT FOR AN EXPANSION OF GOLGOTHA SLAVIC CHURCH AT 12300 18Th AVENUE (2014005) WHEREAS, Negen and Associates, on behalf of Golgotha Slavic Church, has requested approval of a site plan amendment and conditional use permit amendment to allow a roughly 12,800 square foot addition and related site improvements at 12300 18th Avenue; and WHEREAS, the subject property is legally described as Lot 1, Block 6, Park Woods Townhomes, Hennepin County, Minnesota; and WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request for a site plan amendment and conditional use permit amendment for the Golgotha Slavic Church at 12300 18th Avenue, subject to the following conditions and findings: 1. The site plan amendment to allow the expansion of a religious institution and related site improvements are hereby approved, in accordance with the application and plans received by the city on February 5 and 18, March 26, April 4, and May 1, 2014, except as may be amended by this resolution. 2. The conditional use permit amendment to expand the religious institution is hereby approved based on the finding that all applicable conditional use permit standards have been met. 3. No alterations to the building or site may begin until a building permit is issued. 4. Prior to a final inspection on the addition, the applicant shall complete the parking lot improvements and the spaces shall be available for use. 5. Prior to issuance of building permits, the following items shall be completed: a. The applicant shall submit an executed site improvement performance agreement for completion of the proposed site improvements. b. The developer shall receive city approval of final construction plans. c. The applicant shall revise the plans to indicate the following information consistent with the city code, zoning ordinance and engineering guidelines: i. Revise all plans consistent with the revised site plan submitted May 1, 2014. Resolution 2014-183 (2014005) Page 2 ii. All parking areas shall be protected by 136/12 curb and gutter. All parking spaces shall be striped. iii. Add three over -story deciduous trees on the south side of the church and provide screening to a height of six feet at installation between the adjacent homes and the new parking areas as required in section 21130 of the zoning ordinance. iv. Indicate on the plans that all disturbed areas shall be restored with sod. V. Indicate that the colors of the proposed fagade materials for the building and dumpster enclosure will be the same or complementary to the existing church. vi. Add fire lane signs in approved locations on all parking lot islands and on the west side of the drive adjacent to the building. vii. Submit the backlight, uplight and glare ratings for the proposed downlight fixtures. viii. Submit fire flow calculations flowing both site hydrants (to 20 psi residual pressure) simultaneously. If no flow information is available, flow tests must be completed. ix. An approved address sign is required in an approved location at the southerly entry drive. X. Identify the location of the post indicator valve. xi. Relocate the fire department connection to be 18-20 feet further north on the building. xii. Add the location and size of the site water main. Identify the location of the connection to the street water main and the size of the street water main. 6. Golgotha Slavic Church is responsible for monitoring the area to prevent litter from congregants from accumulating on adjacent properties. 7. The City of Plymouth recommends the Golgotha Slavic Church implement its policy to have staff direct on-site traffic flow and ensure the parking lot is full before allowing worshippers to park on the street. 8. Standard Conditions: a. Any signage shall comply with the signage regulations and applicable sign permits are required prior to installation. b. No trees may be planted in the public right-of-way. c. Trash and recycling storage shall be in compliance with the zoning ordinance. d. Mechanical equipment shall be screened in compliance with the zoning ordinance. e. The site plan amendment and conditional use permit amendments shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the city to extend the expiration date for up to one additional year, as regulated under sections 21045.09 and 21015.07, respectively, of the zoning ordinance.
