HomeMy WebLinkAboutCity Council Resolution 2014-152CITY OF PLYMOUTH RESOLUTION No. 2014-152 APPROVE SUPPLEMENTAL AGREEMENT AND A FINDING OF "NO -NEED" FOR AN ENVIRONMENTAL IMPACT STATEMENT (EIS) BASED UPON REVIEW OF THE ENVIRONMENTAL ASSESSMENT WORKSHEET (EAW), VICKSBURG LANE RECONSTRUCTION AND EXPANSION (1600 1 WHEREAS, the Vicksburg Lane Reconstruction and Extension project is listed in the 2014-2018 Capital Improvement Program at an estimated total cost of $19,700,000; and WHEREAS, the city has an existing contract with SRF Consulting Group for professional engineering services; and WHEREAS, staff believes it to be in the best interest of the city to amend SRF's scope to include the aesthetic design for the bridge over CP Railroad and Northwest Greenway pedestrian bridge; and WHEREAS, pursuant to Minnesota Environmental Review Program rules, the City of Plymouth, acting as the responsible governmental unit, prepared and distributed an EAW for the Vicksburg Lane Reconstruction and Expansion Project on March 31, 2014; and WHEREAS, the 30 -day review period expired on April 30, 2014, and all comments and recommendations received from the reviewing agencies and other interested parties have been considered; and WHEREAS, it has been determined that the proposed project does not present a potential for environmental impacts of such significance that an Environmental Impact Statement would be required. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: 1. That the existing Supplemental Agreement for Professional Engineering Services with SRF Consulting Group is hereby approved to include aesthetic design for the bridge over CP Railroad and the Northwest Greenway pedestrian bridge for an additional cost of $27,900. 2. That the Plymouth City Council makes a negative declaration on the need for an Environmental Impact Statement for the Vicksburg Lane Reconstruction and Expansion Project based on the attached Findings of Fact and Conclusion. APPROVED this 13th day of May, 2014.
