HomeMy WebLinkAboutCity Council Resolution 2012-079CITY OF PLYMOUTH RESOLUTION NO. 2012-079 A RESOLUTION APPROVING A PUD GENERAL PLAN AMENDMENT TO ALLOW AN EMERGENCY DEPARTMENT ADDITION TO THE WESTHEALTH CAMPUS LOCATED AT 3005 CAMPUS DRIVE (2011099) WHEREAS, Allina Hospitals and Clinics has requested approval of a PUD general plan amendment for property legally described as: Lots I and 3, Block 1, West Suburban Health Campus Second Addition, according to the recorded plat thereof, Hennepin County, Minnesota; and WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that it should and hereby does approve the request by Allina Hospitals and Clinics for a PUD general plan amendment for an emergency department addition at the WestHealth campus at 3005 Campus Drive, subject to the following conditions: A PUD general plan amendment is approved to allow a 19,684 -square foot emergency department addition, according to the materials received by the city on December 29, 2011 and January 24, 2012, except as amended by this resolution. 2. PUD flexibility is approved to allow four new fixtures to be installed to light the emergency department entry consistent with the existing main entry. Once installed, the lighting under both canopies shall be considered legally nonconforming. Should 50 percent of the fixtures under the canopies be replaced in any one-year period, all the fixtures must be replaced in conformance with the regulations in the zoning ordinance. PUD flexibility is approved to constrict 184 parking spaces now and 85 parking spaces in the fiiture based on one of the following scenarios: 1) when the applicant determines additional parking is needed; or 2) when the city determines that there is a parking shortage on the site. At such time, the landowner shall obtain the appropriate approvals and constrict the additional parking spaces on the site. 4. Prior to commencement of the alterations, the applicant shall obtain a PUD final plan approval and the applicable building and sign permits. 5. With the application for final plat approval, the applicant shall revise the lighting plan to amend the "site summary" table to separate each lighting type (parking, canopy, entry, and facade) consistent with section 21105.06 and add the correct fixture detail for fixture DD (M463). Resolution 2012-079 File No. 2011099 Page 2 6. Prior to approval of a building permit, the applicant shall: a. Complete a site improvement performance agreement and submit a financial guarantee pursuant to section 21045.10 of the zoning ordinance. b. Submit an executed maintenance agreement for the filtration basins. c. Submit copies of the following permits: Bassett Creek Watershed and NPDES. 7. Silt fence shall be installed prior to any constriction on the site. 8. All rooftop equipment shall be screened or painted to match the building. 9. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. Approved this 28th day of February 2012.
