RESOLUTION NO. 2012-076
A RESOLUTION APPROVING A PRELIMINARY PLAT FOR HAMPTON HILLS
INVESTMENT, LLC, FOR "HAMPTON HILLS SOUTH PLATEAU" FOR PROPERTY
LOCATED AT 5313 JUNEAU LANE (2011097)
WHEREAS, Hampton Hills Investment, LLC, has requested approval of a preliminary
plat for the southernmost roughly 80 acres of the former Hampton Hills golf course. The
affected property includes land legally described as Outlot D, Hampton Hills -1 Addition.
WHEREAS, the Planning Commission has reviewed said request at a duly called public
hearing and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request
by Hampton Hills Investment, LLC, for a preliminary plat for Hampton Hills South Plateau,
subject to the following conditions:
1. A preliminary plat is approved to allow a 63 -lot single-family subdivision, in accordance
with the plans received by the city on December 15, 2011 and the revised driveway plan for
proposed Lot 1, Block 1 received by the city on February 21, 2012, except as may be
amended by this resolution.
2. The developer must obtain approval of the wetland replacement plan application prior to, or
in conjunction with, approval of any final platting for this development.
3. Prior to recording the final plat, the applicant shall fulfill the requirements, submit the
required information, and revise the plans as indicated below, consistent with the applicable
city code, zoning ordinance, and engineering guidelines:
a. Assessment/ easement/ agreement/ permit requirements:
(1) Payment of trunk watermain area charges and trunk sanitary sewer area charges.
(2) Provide a drainage and utility easement across Lot 1, Block 1 for sanitary sewer
and watermain crossings of Wetland 2 and for storm sewer outfalls from
Pomerleau Lake.
(3) Separate unobstructed maintenance access easements shall be provided for the
water quality ponds and sanitary sewer manholes outside the street right-of-way.
The access must be 15 feet wide and have a slope of less than ten percent with a
12 -foot wide driving surface capable of supporting maintenance equipment.

(4) The existing easement shown as Document No. 7228747 on the ALTA Survey
must be vacated.
(5) Access easements are required for all access routes to storm water ponds, off-road
sanitary sewer, and to existing culverts adjacent to the Canadian Pacific Railroad
right-of-way.
(6) A grading easement from the CP railroad is required to constrict walkouts and
lookouts on Lots 16 through 22 of Block 1.
(7) Identify easement recorded as Document No. 3804490 on the ALTA survey.
(8) Encroachment agreements are required where retaining walls are located in
drainage and utility easements.
(9) Maintenance agreements shall be provided for the infiltration basins.
(10) Prior to any installation of utilities or constriction, the applicant shall obtain the
necessary, applicable permits and approvals as follows: MPCA, Minnesota
Department of Health, Shingle Creek Watershed Management Commission,
NPDES, Hennepin County, Canadian Pacific Railroad, Minnesota Department of
Natural Resouces, U.S. Army Corps of Engineers, and City of Plymouth.
(11) Obtain a driveway easement for the portion of the private driveway serving
proposed Lot 1, Block 1 that lies on the city trail outlot. The easement shall
specify that the owner of Lot 1, Block 1 is responsible for maintenance of the
driveway.
b. Grading and erosion control plans:
(1) Adjust wetland buffer boundary to provide a reasonable backyard area for Lot 14
of Block 1.
(2) Grading on Lots 12 and 13 of Block 1 must clearly show how drainage will be
provided around the tree preservation area.
(3) Provide a side lot drainage swale between Lots 12 and 13 of Block 1.
(4) Identify normal and high water elevations for all wetlands.
c. Street and utility plans:
(1) Extend the watermain through Outlot B to west plat boundary.
(2) Remove and replace existing trails and culverts disturbed by utility constriction
in the Glacier Vista development.
(3) Install sewer crossing of Wetland 2 in a casing on screw anchors and fill casing
with insulation.
(4) Provide soil boring data to determine extent of screw anchors needed for sanitary
sewer crossing of wetland 2.
(5) Provide a dewatering plan for utility work in the vicinity of Wetland 2.
(6) Insulate sanitary sewer crossing of storm sewer between Pomerleau Lake and
Wetland 2.
(7) Install vertical bends for water main as necessary where crossing under other
utilities.

(8) Revise sanitary manhole locations to keep pipes centered in the streets.
(9) Extend sewer and water main stubs in street on north end of plat to plat boundary.
(10) Concrete strictures shall be used for catch basins in Lots 13 and 14, Block 2.
(11) Identify extent of pavement disturbed by utility constriction in existing 54th
Avenue.
(12) Install outlet control pipe for Pomerleau Lake at the normal water level of the
lake.
(13) A mill and bituminous overlay is required on existing Juneau Lane from the
future 57t1' Avenue to the southerly end of the existing road.
d. Water resource plan:
(1) Demonstrate an 85 percent removal of Total Suspended Solids from the
existing to proposed condition or meet non -degradation, whichever is
more restrictive.
(2) Demonstrate a 60 percent removal of Phosphorus from the existing to
proposed condition or meet non -degradation, whichever is more
restrictive. Project must meet non -degradation standard by demonstrating
no increase in phosphorus export from existing to proposed conditions.
(3) Demonstrate non -degradation for Volume Control for the 2 year, 2.5 -inch
rainfall event for new impervious surface.
(4) Demonstrate non -degradation for rate control.
(5) For demonstrating compliance with volume requirements, use the following
formula to determine the acres of 4 -inch compost soil amendment required by the
project to offset increased volume:
a. X = V/0.25 ac -ft.
i. Where X = acres of 4 -inch compost application required.
ii. Where V = volume increase from existing to proposed (in acre -ft).
b. Show acres of compost application on plan.
(6) A wetland replacement plan is required for impacts to Wetland 2.
(7) Provide four inches of compost soil amendment in the rear yard areas of Lots 23
through 27, Block 1.
e. Fire plan:
(1) In conjunction with final platting, provide a turning radius evaluation for
the private driveway serving the home on proposed Lot 1, Block 1.
(2) The street address for the home on proposed Lot 1, Block 1 shall be posted
at Juneau Lane.
(3) Provide a city -approved turnaround near the terminus of the private
driveway serving proposed Lot 1, Block 1.

(4) Install marker posts along the south edge of the private driveway serving
proposed Lot 1, Block 1. The marker post design and locations shall be
approved by the Fire Inspector.
(5) Relocate fire hydrants as required by the Fire Inspector. The fire hydrant
on proposed Lot 1, Block 1 shall be relocated roughly 150 feet to the east.
4. The sidewalks along all streets shall be installed at the same time the streets are installed.
5. Prior to the issuance of building permits within the south plateau site, the public street
system must be extended to that area.
6. Extend rear lot lines into wetlands to reduce the number of outlots needed.
7. In addition to the required front yard trees for each lot, the applicant shall plant 16 additional
trees on the site. A landscaping plan must be submitted with the final plat application.
8. Place the roughly 1.14 acre public trail area south of Pomerleau Lake in an outlot to be
dedicated to the city, as shown on the preliminary plat for Hampton Hills -1 Addition.
9. The private driveway serving the home on proposed Lot 1, Block 1 shall be designed to a 7 -
ton capacity. The segment of this driveway that lies directly adjacent to the city trail shall
be reduced from 16 feet to 14 feet in width, in order to provide a minimum separation of 6
feet between the driveway and the city trail.
10. Standard conditions:
a. No building permits shall be issued until the final plat and all easements and agreements
are filed and recorded with Hennepin County and proof of recording is submitted to the
city.
b. Any signage shall comply with the city's signage regulations.
c. Development standards and setbacks shall comply with the RSF-3 zoning standards. No
variances are granted or implied.
d. Street names shall comply with the city's street naming system.
e. Building permits are required for retaining walls 48 inches in height or higher.
Additionally, a fence shall be installed at the top of retaining walls that exceed four feet
in height.
f. Compliance with the city's tree preservation regulations.
g. Removal of all hazardous trees from the property at the owner's expense.
h. This approval shall expire one year after the date of approval, unless the property owner
or applicant has recorded a final plat, or unless the landowner or applicant has received
prior approval from the city to extend the expiration date for up to one additional year, as
regulated under section 510 of City Code.
