On August 26 and 27, five firms were interviewed in response to a Request for Proposals for
architectural services for the Public Safety building expansion project. The firm of Boarman
Kroos Vogel Group (BKV) was the unanimous recommendation of the interview panel.
Item 6.13 on the Regular Council meeting agenda recommends BKV Group for the project.
On September 4, an initial meeting was held with the firm. City representatives present were
Mayor Johnson, Councilmembers Bildsoe and Black, and the staff committee for the project
Gerdes, Webb, Hurlburt). Several items were discussed at the meeting including the proposed
study process, project goals, project delivery options, schedule, and fees. Following the meeting,
BKV submitted an amended fee proposal.
Due to the likelihood of a lengthy regular meeting on September 9 and the possibility that
councilmembers have questions for the architect (which would require removal from the consent
agenda), a Special Council Meeting has been called for 6 p.m., immediately prior to the regular
meeting. The Council will have an opportunity to meet with the BKV group and discuss any
issues relating to the project.
I have attached some basic information about the BKV group which was supplied in the initial
proposal, as well as the amended fee information received today.

Working With Independent Owner's Representatives
The BKV Group team will lead the design process through consensus building steps
beginning with the program review with Plymouth staff (directed by the owner's
representative.) We recognize the extensive planning effort already completed for this
project, and our goal is to understand and build on decisions already made. Throughout the
design process each direction will be set by review and consensus selection of options
presented by the design team. BKV Group team's approach places clients at the center of
the process, with direct access to all team members. The core team attending project
meetings will be David Kroos, Principal -in -Charge; Bill Baxley, Partner -in -Charge; and Greg
Metz, Senior Project Architect; all of whom have proven project experience managing and
designing Public Safety buildings and City Halls. This leadership group, together with our

The City of Plymouth has set a visionary course to expand their municipal campus.The
expansion of the Public Safety and City Hall will have an enduring impact on the future of
Plymouth and its ability to serve its constituents.The design solution should be created out
of an architecture that stimulates the municipal campus and draws the community
together.The construction of the proposed facility is an opportunity to create a memorable
public place for all of Plymouth's citizens and visitors. Our challenge is to assist Public SafetyandCityleadershipinimplementingtheCity's program to provide the people of Plymouth
Civic buildings with a building that is durable, economical and suited to the public purpose for which it is
represent a community's
intended.

The foundation of a successful project is a keen understanding of the users needs and
relationships required to conduct the business of Public Safety and City Hall.The interaction
of City staff, Public Safety staff and elected officials is the focus of planning from inside out.
Key Issues
The City of Plymouth is confronted with the lack of adequate and proper space for its
City Hall and Public Safety facilities. As the City looks to a new facility, two main objectives
should be considered. First, the service to the public, and secondly, a safe and productive
work environment for the staff. The arrangement of space within the Public SafetyBuildingshouldallowforthecontrolledhandlingofdefendantswithoutcontactwiththe
public or other police operations. The arrangement of space is a pre -requisite to good
City administration and operation. Proper programming in respect to size, location and
configuration of Public Safety and Administrative functions is essential as a planning toolforanefficientandeffectivemunicipalfacility. Police and fire departments represent a
branches of city government that requires special planning.The service and functions they
provide are unique, secure and often sensitive in nature. The space they require reflects
these specialized elements.
Some of the key issues the project team needs to address for the Plymouth Public SafetyandCityHallbuildingareasfollows:
Community Service Policy
Starts with the premise that this facility serves the residents of Plymouth.
Convey the message that this is a service-oriented place to conduct City business.
Public gathering place.
Architecture should convey a sense of "openness" to enhance and support the
service philosophy.
Access to services should be clear and unencumbered.
Function
Satisfy the needs of the community by improving upon the current level of Cityservice.
Needs of City staff to efficiently run the business of the City government
Create a safe and productive environment by establishing proper space allocation,
relationships and support systems.
Meet the needs and requirements of disabled persons throughout the facility.
Meet the requirements of the Department of Corrections, and other government
agencies.

Variations of space, volume, lighting and materials serves to relieve monotony and

deterioration over the life expectancy of the building.
The Plymouth Public Safety Building and City Hall is a point of civic pride, a site planning
challenge and a technical planning task that must perfectly match the client's program.
The building design should bring government within easy reach of the public - a civic place
that demystifies the aura of government and welcomes people. We are a highly experienced
design team, who will challenge, listen, analyze and offer coordinated, creative solutions.

The design process involves a close working partnership with the City, Public Safety
Department and Construction Manager and requires a high level of participation on the
part of the total Project Team. The Consultant must first dissect City operations at the
individual level to confirm individual space and equipment needs.The people relationships
within departmental areas must then be defined along with the departmental relationships
to the City organization as a whole.
This is a process of consensus building where, through meetings and work sessions with the
leadership group, key issues are identified; alternatives can be considered, debated,
accepted, rejected and prioritized. This is profoundly a team effort.
Campus Master Plan
The Plymouth City Hall and Public Safety campus lies at the confluence of important
commercial, civic and natural spaces in Plymouth.The City Center Concept Plan prepared
by Hoisington Koegler Group in 1996 identifies the City Hall space as a "bridge" between
urban and natural, commerce and open space. The BKV Group team's approach to site
design for the City Hall/Public Safety Building project is to infuse the functions of site design,
including stormwater treatment, parking, plaza spaces, and pedestrian/auto circulation, with
innovative solutions such as rainwater gardens, stormwater treatment trains, car "parks",
native plantings and sensitive pavement alternatives. Like interlocking fingers, these solutions
would be carried out in ways that not only accomplish the necessary functions of the site,
but creatively interweave dynamic opportunities for drawing together community and
nature.
The BKV Group team will approach site design by first listening to both the community and
the landscape to gain a sense of the site's context, community desires and apparent
opportunities. Next, the team will develop a comprehensive analysis and understanding of
the functional needs and parameters for the site in regard to building expansion, circulation,
parking, service, access and outdoor use.Through the development of concept alternatives,
vision will be integrated with function to gain an understanding of the range of possibilities
and the trade-offs/costs for each. Finally, through a facilitated community consensus -building
process, the alternatives will be refined into a site master plan, and the design will be

Phase I: Pre -Design Process
Pre -design is the beginning time of a project, when needs and aspirations and varying
opinions must converge toward a shared vision and the realities of programs, plans and
budgets.
As design professionals, our challenge is to understand the needs of a client and interpret
the community's identity in a building project. Often we bring an objective view to current
assumptions. It is a co -innovative process whereby the client, the community and the design
team pool resources to create the optimum choice for the community at large.
To be successful, pre -design must be guided by an organized process of information
gathering, needs assessment, study of options, consensus building and prioritizing. Our
process includes:
Survey existing facilities.
Conduct staff interviews.
Facilitate client and community leader meetings.
Define needs of facility users.
Study site master plan issues and images.
Prepare options and alternate designs to test needs vs. costs.
Prioritize options and select preferred scope and cost.
Create a preliminary space program and budget.
Develop the project schedule.
Work with Client to establish a total project budget.
Document the design intent and prepare concept drawings.
Site and building master planning and studies are performed in order to define the project
before an implementation, and to document the Client's specific goals and requirements to
be met during the design phases. Once this phase is completed and approved by the
Plymouth City Council, the project team can then proceed to Phase II Implementation.
Phase I: Pre -Design Process $15,000
Phase II:Architectural/Engineering Design Services for Implementation
The Architect's fee for basic services for the expansion and remodeling of the Public Safety
and City Hall Building is estimated at 9% of the cost of construction.

Reimbursable Expenses
Expenses of prints, mylars, reproductions, postage and travel shall be billed at cost to the
client. We estimate the reimbursable expenses for this project to be approximately
12,000 to $15,000.

RE: Additional information regarding fee structure for the Police remodeling addition
Dear Committee Members:
Thank you again for selecting our firm to work with the City of Plymouth on this very exciting
project. We look forward to participating with the police department and city staff in
providing coherent, practical solutions as well as a dynamic and inclusive vision for the civic
campus that is uniquely Plymouth.
Since the entire scope of work has not yet been determined, nor a budget set, we cannot
provide an exact quotation because our work effort cannot be fully determined. We do know,
however, that the work effort will involve a substantial amount of remodeling to existing
structures and in turn a larger work effort in determining existing conditions and working
within existing construction, mechanical, electrical and space parameters. We also foresee
being involved with the planning of a phased construction effort, requiring coordinating
efforts with the moving, relocation, and setting up of temporary work areas for various groups
as well as a close interaction with the construction team to insure a smooth transition and the
maintaining of operations during construction.
Please find below a further breakdown of our proposed fee structure for the aforementioned
project. The range of fees relative to project construction cost is consistent with our work with
our many municipal clients.

recent experience with phased construction projects, as well as the ability to think outside of
