Johnson, City Manager FROM: Laurie Ahrens, Assistant City Manager SUBJECT: Consider appointment of At -Large Planning Commissioner DATE: January 23, 2003, for Council study session of January 28, 2003 1. ACTION REQUESTED: Review the applications from residents interested in the at -large Planning Commission appointment. 2. BACKGROUND: During December, the City Council conducted interviews of applicants for various boards and commission and for the at -large City Council seat. Karl Neset was appointed to fill the City Council seat, creating a vacancy on the Planning Commission. A current Planning Commission roster is attached. 3. ALTERNATIVES: The Council can appoint an individual to fill the Planning Commission vacancy, conduct additional interviews, or direct staff to solicit additional applications. 4. DISCUSSION: The following individuals have expressed interest in the at -large Planning Commission seat: James G. Davis Audie Tarpley Georgann Bestler Wenisch Sarah Anderson Michael G. Betz James A. Busch Thomas G. Griffith David G. Hogshire Melissa Musliner Judy Mahoney Kathleen Murdock Kristen Giovanis William C. Jensen Jon Marley Anne Naumann Sheryl Frieman Rachel E. Lund Eric Aamoth Eric Aamoth and Melissa Musliner currently hold seats on other commissions (Aamoth — Shingle Creek Water Management Commission; Musliner — Park and Recreation Advisory Commission). 5. RECOMMENDATION: Select a resident to fill the at -large Planning Commission vacancy or direct staff if additional recruitment or selection process is desired. City of Plymouth Resolution 2003 - Appointing Individual to Fill Planning Commission Vacancy WHEREAS, Karl Neset was appointed to the Plymouth City Council effective January 16; and WHEREAS, this action creates a vacancy on the Planning Commission; and WHEREAS, the City Council has received applications and conducted interviews of residents interested in appointment. NOW THEREFORE, BE IT RESOLVED that is hereby appointed to an at -large seat on the Planning Commission for a term to expire January 31, 2005. Adopted by the Plymouth City Council on January 28, 2003. ACTION REQUESTED: The Council should consider the process desired for establishing Council goals and priorities. 2. DISCUSSION: In recent years, one of the first major efforts by a new city council is the establishment of the group's goals and priorities for the upcoming two-year period. In the past, both the council and staff submit ideas for goals and priorities. These were voted upon and prioritized by the Council. City staff has facilitated the goals and priorities study session in some previous years. In 1999, the City Council retained the services of a consultant to assist with this session. The session can consist solely of establishing goals and priorities, or some element of visioning, teambuilding, or group training could be included. A few questions for the Council to consider — 1. Do you wish to proceed with establishing goals and priorities, similar to previous years? i.e. staff gathers goals as a starting point for the session). 2. Are you interested in using a consultant to facilitate the goals and priorities process? 3. Are you interested in doing any group training, in addition to establishing goals and priorities? 4. Do you wish to conduct the session on a weekday evening or on a Saturday? The Council could either set a date for a session, or select several possible dates for the session if a facilitator is desired. Agenda Number: 7 1 TO: Dwight D.
