COUNCIL SUBCOMMITTEE ON
BOARDS AND COMMISSIONS
JANUARY 31,1995
A meeting of the Council Subcommittee on Board and Commissions was called to order by
Mayor Tierney at 5:30 p.m. in the Public Safety Training Room, 3400 Plymouth Blvd., on
January 31, 1995.
PRESENT: Mayor Tierney; Councilmembers Edson and Wold.
ABSENT: Councilmember Helliwell.
STAFF PRESENT: Assistant Manager Lueckert and City Clerk Ahrens
The Subcommittee interviewed the following applicants for board and commission
appointments: Fran Day, Chris Rockey, Saundra Spigner, Weslee Clemens, Don Bushek,
Douglas McGuire, Darrell Banks, Patricia Earl, Brian Helmken, Dahram Bobra, Kapila Bobra,
Steven Novak, Tom Jes, and Caroll Holmstrom.
The Subcommittee discussed the various vacancies, and considered the interviewees and the
existing commission members requesting reappointment. The Subcommittee decided to make the
following recommendations to the full Council for appointments: Board of Zoning Adjustments
and Appeals — Ellie Singer, Dharam Bobra, and Steve Novak; Housing and Redevelopment
Authority — Brian Helmken; Human Rights Commission — Harvey Guttmann, Rebecca Ribich;
Planning Commission — Mike Stulberg, Christian Preus, and Saundra Spigner; Park and
Recreation Advisory Commission — Donald Anderson and David Priebe; Water Quality
Committee — Craig Twinem and Bridget Jodell; Suburban Alliance (formerly West Hennepin
Human Services) — Patricia Earl; Northwest Hennepin Human Services — Sally Strand.
Discussion was held on the future of the Water Quality Committee. Subcommittee members
generally felt that the Committee could be continued for at least another year, but that the duties,
responsibilities, and objectives of the Water Quality Committee vs. the Water Quality Task Force
should be discussed and defined by the full Council.
Discussion was held on the Financial Advisory Committee. The Subcommittee will recommend
that the Financial Advisory Committee be dissolved at the end of February. They will further
recommend that the Committee hold a final meeting during February, with a final report to the
City Council on March 7. They noted that a Financial Task Force could be reactivated by the
City Council in three to five years. Mayor Tierney will notify Financial Advisory Committee
members of the Subcommittee recommendation prior to February 7.
The meeting was adjourned at 9:20 p.m.
