HomeMy WebLinkAboutCity Council Resolution 2013-076CITY OF PLYMOUTH RESOLUTION No. 2013-076 A RESOLUTION TO APPROVE A SITE PLAN AMENDMENT FOR BWBR ARCHITECTS TO ALLOW AN EXPANSION OF THE NORTH PARKING LOT AT ST. JUDE MEDICAL AT 5050 NATHAN LANE NORTH (2013006) WHEREAS, BWBR Architects has requested approval of a site plan amendment to expand the north parking lot for property legally described as: Lot 1, Block 1, and Outlot A, Northwestern Bell Plymouth Office I" Addition, according to the recorded plat thereof, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by BWBR Architects for a site plan amendment to allow expansion of the north parking lot at St. Jude Medical, subject to the following conditions: 1. A site plan amendment is approved to expand the north parking lot, in accordance with the application and plans received by the city on January 25, 2013, except as amended by this resolution. 2. A separate 2radin2 permit is required prior to commencement of the project. 3. Prior to issuance of a 2radin2 permit, the applicant shall fulfill the requirements, submit the required information, and revise the plans as indicated below, consistent with the applicable city code, zoning ordinance, and engineering guidelines: a. The developer shall receive city approval of final constriction plans. b. Complete a site improvement performance agreement and submit a financial guarantee pursuant to Section 21045.10 of the zoning ordinance. c. Easements: 1. Provide a new drainage and utility easement document over the entire expanded ponding area. d. Applicable Permits: 1. Shingle Creek Watershed Management Organization. 2. NPDES. e. Utility Plan: 1. Use the most current city standard details dated 3-12. 2. Tie all storm sewer pipe joints between flared end sections and between new strictures and flared end sections. 3. All rip rap material shall be granite. Resolution 2013-076 File No. 2013006 Page 2 f. Provide the tree species and the size of the proposed trees on the landscape plan in conformance with section 21130.06, subd. 2 (b) and (d) of the zoning ordinance. g. Revise the site plan to show the double row of parking in the north/central expansion area with 18.5 -foot stall depth. h. Revise the site plan to identify signage for compact parking areas in conformance with section 21135.07, subd. 5 (d) of the zoning ordinance. i. Approved fire lane signs are required in the following approved locations: 1) both sides of the new drive from 51" Avenue to the existing dock areas; 2) the drive between the north side of the building and the parking lot; and 3) the parking islands on easterly drive aisle through the parking lot from 51" Avenue to the north side of the building. 4. Silt fence shall be installed prior to any constriction on the site. 5. Standard Conditions: a. The applicant shall remove any diseased or hazardous trees. b. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. c. This approval shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the city to extend the expiration date for up to one additional year, as regulated under section 21045.09 of the zoning ordinance.
