RESOLUTION 2004-498
APPROVING A SITE PLAN AMENDMENT AND VARIANCES TO ALLOW A PARKING
LOT EXPANSION AT THE TILE X DESIGN BUILDING ON PROPERTY LOCATED AT
1725 XENl[_ M LANE (2004135)
WHEREAS, Peter Mork has requested approval of a site plan amendment and variances to
expand the parking lot to accommodate an interior expansion to the showroom portion of the
Tile X Design building on property legally described as follows:
That part of Lot 1, Block 6, Minneapolis Industrial Park 2" a Addition lying north of the
south 438.20 feet thereof, according to the plat thereof recorded in Book 172, Page 30
(Abstract) in the office of the County Recorder, Hennepin County, Minnesota, and as
Document No. 854149 (Torrens) in the office of the Registrar of Titles of Hennepin
County, Minnesota.
WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request for a site
plan amendment and variances for Peter Mork to allow the expansion of a parking lot to
accommodate an interior expansion to the showroom portion of the Tile X Design building on
property located at 1725 Xenium Lane, subject to the following conditions:
1. A site plan amendment is approved to allow a parking lot expansion, in accordance with the
plans received by the City on November 18 and 19, 2004, except as may be amended by this
resolution.
2. Variances are approved to allow the parking lot expansion as follows: 1) four new parking
spaces to be 7.5 feet from the building where 10 feet is required; 2) a 33 -foot parking setback
where 50 feet is required; and 3) a 10 -foot drive aisle setback where the ordinance requires
25 feet, based on the findings that the applicable standards in Section 21030 have been met.

3. Prior to issuance of any permits, the applicant shall provide a grading, drainage, and erosion
control plan in compliance with the City's Erosion Control Policy. The applicant shall
provide a description and design the plan to reflect:
a. How the applicant intends to minimize the increased volumes of runoff due to
development by limiting impervious cover and encouraging infiltration of storm water
where soil conditions are appropriate.
b. How the use of alternative landscape techniques and materials to reduce rates and
volumes of runoff shall be accomplished.
c. How the use of best management practices will be used to prevent water quality in
receiving waters from falling below established standards.
4. Prior to issuance of any permits, the applicant shall provide a copy of the permit issued by
the Bassett Creek Watershed, revise the plans to add the required rain -garden, and provide
proof of recording for the required maintenance agreement and drainage and utility
easements to protect the rain -garden.
5. Prior to the issuance of any permits, the plans shall be revised to:
a. Show fire lane signs in approved locations on the west side of the property.
b. Indicate the size and type of material proposed in the utility systems on utility plans,
proposed storm sewer pipe must be RCP.
c. Indicate 136/12 curbing around parking lot and drive aisles.
d. Indicate that drive aisles shall be constricted to a seven -ton design, parking stalls shall
be constricted to a five -ton design.
e. Incorporate standards details STRT-I and STRT-2.
f. Indicate that the storm sewer connection into the existing storm sewer CBMH located
at the southeast corner of Water Tower Circle and Annapolis Lane shall be core drilled.
g. Note that Annapolis Lane street, curb and gutter that is disturbed shall be repaired in-
kind per existing conditions.
h. Note on grading plan under erosion control that storm sewer inlet protection per
standard detail ST 19 and ST 20 is located on page C8. Inlet protection is required for
both proposed and existing CBMH's.
6. Prior to the issuance of any permits, the lighting plan shall be revised to remove the lights
proposed on the north side of the building and lower the mounting height of the new fixtures
on the south side of the building to no higher than 16 feet.
7. Standard Conditions:
a. Separate building permits are required prior to the commencement of any constriction
related to the project.
b. Prior to the issuance of any building permits, the applicant shall submit the required Site
Performance Improvement Agreement (SIPA) and financial guarantee. The SIPA for this
project may be combined with the SIPA for the warehouse expansion project on the site
(2004122).

c. Trash shall be stored within the building or in compliance with the Zoning Ordinance.
d. All signage shall comply with the sign ordinance.
e. Rooftop equipment shall be screened in compliance with the Zoning Ordinance.
f. Any subsequent phases or expansions are subject to required reviews and approvals per
Ordinance provisions.
g. The permit is subject to all applicable codes, regulations and ordinances, and violation
thereof shall be grounds for revocation.
h. This approval shall expire one year after the date of approval, unless the property owner
or applicant has substantially started constriction of the project, or unless the landowner
or applicant has received prior approval from the City to extend the expiration date for up
to one additional year, as regulated under Sections 21045.09 and 21030.06 of the Zoning
Ordinance.
