HomeMy WebLinkAboutCity Council Resolution 2004-491CITY OF PLYMOUTH RESOLUTION 2004-491 APPROVING A SITE PLAN AMENDMENT AND VARIANCES TO ALLOW CONSTRUCTION OF A TRANSIT STATION AND STRUCTURED PARKING GARAGE FOR PROPERTY LOCATED AT THE INTERSECTION OF HWY 55, SOUTH SHORE DRIVE AND COUNTY ROAD 73 (2004130) WHEREAS, The City of Plymouth has requested approval of a site plan and variances to constrict a transit station and strictured parking garage for property legally described as follows: Lots, 1, 2 and 3, Block 1, Schiebe's Highland View Addition; And, Lots 1-6, Lots 10-13 and Lots 25-28, Block 6 Schiebe's Highland View Addition; WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by City of Plymouth to constrict a transit station and strictured parking garage on property located at the intersection of Hwy 55, South Shore Drive and County Road 73, subject to the following conditions: 1. A site plan is approved to allow constriction of a 1,600 square foot transit station with a fully enclosed passenger waiting area, strictured parking for 283 vehicles in two phases, a bus circulation and layover area and related improvements, in accordance with the plans received by the City on October 1 and 18, 2004, except as may be amended by this resolution. 2. Variances are approved to allow 1) the building set back 17 feet from Highway 55 and 10 feet from County Road 73 where 35 feet is required; 2) the drive aisles set back seven feet from the east property line where 15 feet is required and into the Highway 55 right-of-way where required to be set back 10 feet; 3) the driveway on the east side of the property set back 4 feet where 10 is required; 4) a 52 -foot building height where 30 feet is the maximum; Resolution 2004-491 (2004130) Page 2 and, 5) two freestanding signs where one is allowed, based on the findings that the applicable standards in Section 21030 have been met. 3. All lighting shall comply with the Zoning Ordinance, specifically side shields shall be installed on all lighting fixtures on the upper parking decks, the six lights on the north side of the property and on the light pole east of the drive aisle on the north side of the site. 4. Prior to issuance of a building permit, the applicant shall revise the plans to show five additional overstory trees. 5. Engineering Conditions: a. Prior to issuance of permits, the applicant shall submit copies of the following permits: 1) MnDOT, 2) Hennepin County (including a review of a sign plan), 3) MPCA, 4) Minnesota Department of Health, 5) Bassett Creek Watershed Management Commission, and 6) NPDES. b. The minimum floor elevation shall be determined by the pond's normal and overflow elevations. c. Prior to issuance of any permits, the applicant shall submit a description of alternative landscaping techniques and materials to reduce rates and volumes of runoff d. Prior to issuance of any permits, the applicant shall submit a description and identify on the grading plan all reasonable steps to avoid water quality impacts and mitigate with appropriate best management practices to prevent water quality in receiving waters from falling below established standards. e. Prior to issuance of any permits the applicant shall revise the plans as follows: i. Identify the type and location of all concrete curb and gutter. ii. Show the existing sanitary sewer, watermain, and storm sewer by size and type of material on each plan sheet within 100 feet of the site. Include invert and top of casting elevations. iii. Show existing contours within 100 feet of the site. iv. A plan and profile sheet is required for the relocated watermain and sanitary sewer. V. Replace the wettaps with tees and valves. vi. Dimension the busway and show radii. vii. Provide a typical section for the busway. viii. Provide a detail sheet for curb and gutter (13612 on site), catch basins, manholes, fire hydrants, gate valves. ix. Provide a signage plan for the site. X. Show heavy duty silt fence, Standard Detail DWG -5. Include on detail sheet. xi. Show rock constriction access, Standard Detail DWG -7. Include on detail sheet. xii. Erosion control blankets are required on slopes 3:1 or greater. xiii. Inlet protection is required for catch basins. Use Standard Detail ST -19 & 20. xiv. Show square footage of the rain garden and plant list for the rain garden. xv. Provide a storm sewer stricture and casting schedule. xvi. Provide a demolition sheet. Resolution 2004-491 (2004130) Page 3 xvii. Relocate the pond bench to the normal water elevation and one foot below the normal water elevation. xviii. Drainage calculations for the N [_]RP Pond are required. xix. No more then 2 feet of drop is allowed inside a sanitary manhole. Modify Manhole 2 to lower the pipe invert from the east or provide an outside drop. xx. Show top and bottom elevations or the retaining wall. Any wall over four feet shall include a fence on top and be designed by an engineer. xxi. Use commercial driveway City Detail STRT-6A for entrances. 6. Fire Prevention Conditions: a. Prior to issuance of a permit, the applicant shall revise the plans as follows: i. Identify the fire lane signage and locations on the site plan. ii. Relocate the northeast hydrant and northwest hydrants to approved locations. iii. Include the fire lane constriction and sign details on the plans. b. Prior to issuance of a permit, the applicant shall submit fire flow calculations flowing the remote two highest elevation hydrants simultaneously. Each hydrant must be capable of flowing a minimum of 1500 GPM at 20 PSI residual pressure. c. A City -approved automatic fire sprinkler system is required to protect the entire stricture. The system shall be monitored by a City -approved UL central station with a UL certificate on the system. The PIV, all system control valves and the system flow switches must be monitored by a UL central station, as well. d. An approved solenoid valve is required to be connected between the stricture's automatic fire sprinkler system and the stricture/site domestic water supply line if there is a combination water supply line. e. Two fire department connections are required in approved locations with appropriate signage. One shall be near the sprinklers and the other near the standpipe. f. A City of Plymouth lockbox shall be installed at the main entry door location to the stricture. g. A reproducible, legible 8'/z" by I I " site/building as -built fire protection plan, a building floor plan and completed preplan data sheet shall be submitted to the Fire Inspector prior to approval of the certificate of occupancy for the stricture. 7. Standard Conditions: a. Separate building permits are required prior to the commencement of any constriction related to the project. Permits are also required prior to the installation of signs and retaining walls over four feet. b. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. c. The permit is subject to all applicable codes, regulations and ordinances, and violation thereof shall be grounds for revocation. d. This approval shall expire six years after the date of approval, unless the property owner or applicant has substantially started constriction of the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up Resolution 2004-491 (2004130) Page 4 to one additional year, as regulated under Sections 21045.09 and 21030.06 of the Zoning Ordinance.
