RESOLUTION NO. 2004-459
REQUESTING THE MINNESOTA DEPARTMENT OF
TRANSPORTATION (MNDOT) TO CONDUCT A SPEED ZONING STUDY
VICKSBURG LANE FROM OLD ROCKFORD ROAD TO COUNTY ROAD 6
WHEREAS, additional development adjacent to Vicksburg Lane has generated increased traffic levels
along the roadway since the last Speed Zoning Studies were completed by MnDOT in 1991 from 46th
Avenue North to State Highway 55 and in 1999 from State Highway 55 to County Road 6; and
WHEREAS, traffic levels on Vicksburg Lane, a designated minor arterial street in the City's
Thoroughfare Guide Plan, have increased substantially over the past several years: and
WHEREAS, additional traffic control measures and roadway modifications have been made since the
last Speed Zoning Study was conducted and include the addition of traffic signals at Old Rockford
Road, Rockford Road (County Rd 9), 36th Avenue North and at the commercial drive entrances at
approximately 35th Avenue North; and
WHEREAS, adjacent residential neighborhoods along Vicksburg Lane from State Highway 55 to
County Road 6 have expressed concern with the current traffic speeds and difficulty of safely
accessing Vicksburg Lane due to the speed and volume of the traffic; and
WHEREAS, a large commercial development has been proposed at the southwest quadrant of State
Highway 55 and Vicksburg Lane, which will generate additional traffic and require the installation of a
traffic signal at 32nd Avenue North;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA; That the City requests the Minnesota Department of Transportation to
conduct a Speed Zoning Study on Vicksburg Lane from County Road 6 to Old Rockford Road.
