HomeMy WebLinkAboutCity Council Resolution 2004-409CITY OF PLYMOUTH RESOLUTION NO. 2004-409 RESOLUTION CALLING FOR A PUBLIC HEARING ON APPROVAL OF A PROJECT PLAN FOR REDEVELOPMENT PROJECT AREA NO. 1 (CSM- LOWES REDEVELOPMENT PROJECT) IN THE CITY OF PLYMOUTH AND ON APPROVAL OF A TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING (REDEVELOPMENT) DISTRICT NO. 1-1 BE IT RESOLVED by the City Council of the City of Plymouth, Minnesota (the "City"), as follows: 1. Proposed Project Plan and Financing Plan. The Plymouth Housing and Redevelopment Authority (the "Authority") has prepared, and will present to the City for approval, a redevelopment plan, as defined in Minnesota Statutes, Section 469.002, subdivision 16, designated as the Project Plan (the "Project Plan") for Redevelopment Project Area No. 1 (the "Project Area"), and a redevelopment project to be undertaken pursuant thereto, as defined in Minnesota Statutes, Section 469.002, subdivision 14 (the "Redevelopment Project'). In order to finance the public redevelopment costs to be incurred in connection with the Project Plan and the Redevelopment Project, the Authority has prepared, and will present to the City for approval, a tax increment financing plan (the "Financing Plan"), which establishes a tax increment financing district, as defined in Minnesota Statutes, Section 469.174, subdivision 9, designated as Tax Increment Financing (Redevelopment) District No. 1-1 within the Project Area. It has been proposed that the Board of Commissioners of the Authority and the City Council approve the Project Plan and Financing Plan, and that this Council hold a public hearing on the Project Plan and Financing Plan as required by Minnesota Statutes, Sections 469.028 and 469.175, subdivision 3. 2. Public Hearing. A public hearing is hereby scheduled to be held on the Project Plan and Financing Plan at 7:00 p.m. on November 23, 2004, at the Plymouth City Hall, 3400 Plymouth Boulevard, Plymouth, Minnesota. The Community Development Director is hereby authorized and directed to cause notice of such public hearing in substantially the form of Exhibit A hereto to be published in the official newspaper of the City not less than 10 days nor more than thirty (3 0) days prior to the date of the hearing, and to provide the information required by Minnesota Statutes, Section 469.175, subdivision 2, to the appropriate governmental bodies. I (CSM-LOWES REDEVELOPMENT PROJECT) IN THE CITY OF PLYMOUTH AND ON APPROVAL OF A TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING (REDEVELOPMENT) DISTRICT NO. 1-1 NOTICE IS HEREBY GIVEN that the City Council of the City of Plymouth will hold a public hearing on approval of the Project Plan (the Project Plan) for Redevelopment Project Area No. I (the Project Area) and approval of a Tax Increment Financing Plan (the Financing Plan) for Tax Increment Financing (Redevelopment) District No. 1-1 (the Financing District) of the Plymouth Housing and Redevelopment Authority (the Authority) at 7:00 p.m. on Tuesday, November 23, 2004, at the Plymouth City Hall, 3400 Plymouth Boulevard, Plymouth, Minnesota. The Project Plan and Financing Plan provide for the financing with tax increment revenue generated by the Financing District established by the Financing Plan of certain public redevelopment costs to be incurred in connection with carrying out the Project Plan for the Project Area. Accompanying this notice is a map of a portion of the City. The map shows the area encompassed by the Project Area and the Financing District from which tax increment may be collected pursuant to the Financing Plan and the area in which such tax increment may be expended. All who wish to be heard as to the Project Plan and Financing Plan will be given an opportunity to express their views at the time of the public hearing or may file written comments with the Community Development Director prior to the public hearing.
