RESOLUTION NO. 2004-356
AWARDING BID
ZACHARY AND CENTRAL WATER TREATMENT
PLANTS EXPANSION AND UPGRADE
CITY PROJECT NO. 2032
WHEREAS, a bid date of August 11, 2004 was set by a resolution approved on July 27, 2004; and
WHEREAS, it was determined that it was in the City's best interest to allow the contractors more
time to prepare their bids; and
WHEREAS, the bid date was changed to August 16, 2004; and
WHEREAS, the bid form included an alternate deduct item from the base bid amount for the
Central Water Treatment Plant to change the substantial completion date from August 5, 2005 to
October 15, 2005, and the final completion date from September 30, 2005 to December 15, 2005,
and
WHEREAS, pursuant to an advertisement for bids for the constriction of the Zachary and Central
Water Treatment Plants Expansion and Upgrade Project and all necessary appurtenances, bids were
received, opened and tabulated according to law, and the following bids were received complying
with the advertisement:

Adolfson & Peterson Corp. $20,738,754.98
WHEREAS, it appears that Knutson Constriction Services of Golden Valley, MN is the lowest
responsible bidder, complying with the minimum specifications; and
WHEREAS, Knutson Constriction Services listed a $365,000 deduct from the base bid amount for
the Central Water Treatment Plant for alternate completion dates; and
WHEREAS, both the design engineer and City staff feel this cost savings is significant enough to
warrant the later completion dates and recommend acceptance;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA:
1. The Mayor and City Manager are hereby authorized and directed to enter into the contract
with Knutson Constriction Services of Golden Valley, MN in the name of the City of
Plymouth for the constriction of the Zachary and Central Water Treatment Plants Expansion

and Upgrade according to the plans and specifications therefore approved by the City
Council and on file in the office of the City Engineer in the amount of $19,429,909.60.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.
3. Funding will be from:
Utility Think Fund $ 9,950,300
Water Revenue Bonds 12,948,400
Adopted by the City Council on August 24, 2004.
