HomeMy WebLinkAboutCity Council Resolution 2004-264CITY OF PLYMOUTH RESOLUTION 2004-264 APPROVING A SITE PLAN AMENDMENT TO ALLOW MODIFICATION OF THE EXISTING DRIVEWAYS AND PARKING LOT AT CENTRAL MIDDLE SCHOOL FOR PROPERTY LOCATED AT 305 VICKSBURG LANE N. (2004049) WHEREAS, Inspec, Inc., on behalf of Wayzata Public Schools, is requesting approval of a site plan amendment to modify the existing parking lot and driveways for Central Middle School located at 305 Vicksburg Lane N., for property legally described as: The Southeast quarter of the Southeast quarter; the South 535.4 feet of the Northeast quarter of the Southeast quarter; and the South 535.4 feet of the East 10 acres of Government Lot 7, all in Section 32, Township 118 North, Range 22, subject to all easements of record for road purposes over the strip of land 1 rod wide North of the South line of said above described Southeast quarter of Southeast quarter of Section 32, Township 118 North, Range 22; and subject to all public roadways now existing on said property to wit; a town road over the East 33 feet of the Southeast quarter of Section 32, Township 118 North, Range 22; and County Road 15. WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Inspec, Inc, for a site plan amendment for Central Middle School located at 305 Vicksburg Lane North, subject to the following conditions: 1. A site plan amendment is approved to allow modifications to the existing parking lots and driveways, in accordance with the plans received by the City on June 7, 2004, except as amended by this resolution. Resolution 2004-264 File No. 2004049 Page 2 2. A separate grading permit is required prior to commencement of the project. 3. Prior to issuance of a grading permit, a Site Improvement Performance Agreement is required and financial guarantees must be submitted. The financial guarantee for this project may be combined with the guarantees for the air -supported dome project. 4. Prior to issuance of the grading permit, the applicant shall relocate the handicapped stalls so that all eight are located as close as possible to the main and auditorium entrances. 5. The fire apparatus access road from the drop-off area west to the maintenance/janitorial entrance to the building and to the Ice Arena entrance must be a minimum of 20 feet in width. 6. The applicant shall comply with the City Engineer's Memorandum. 7. Fire lane signs per the City Fire Lane Policy are required in approved locations throughout the proposed drive aisle and parking lot systems. 8. The School District shall adhere to the district policy that requires all buses located in the staging area be attended at all times and immediately leave the grounds when the building's fire alarm system is activated. 9. Approval shall expire one year after the date of approval, unless the property owner or applicant has substantially started constriction of the project. The landowner or applicant may apply for approval of an extension by the City, as regulated under Section 21045.09 of the Zoning Ordinance. ADOPTED by the City Council on July 13, 2004.
