HomeMy WebLinkAboutCity Council Resolution 2004-256CITY OF PLYMOUTH RESOLUTION 2004 -256 PROVIDING INFORMAL COMMENTS ON THE PROPOSED PUD SKETCH BY CSM CORPORATION FOR COMMERCIAL AND LA -4 REDEVELOPMENT OF THE DANA- SPICER SITE, LOCATED AT THE SOUTHWEST CORNER OF HIGHWAY 55 AND VICKSBURG LANE (2004024) WHEREAS, CSM Corporation has requested a PUD (Planned Unit Development) sketch review for a retail commercial and LA -4 redevelopment of the Dana -Spicer site located at the southwest corner of Highway 55 and Vicksburg Lane; and WHEREAS, any opinions or comments on the PUD sketch provided in this resolution or by the Planning Commission and/or City Council shall be considered advisory only and shall not constitute a binding decision on the proposed development; and WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby provides the following review comments on the PUD sketch: 1. A formal development application including a rezoning to PUD, and PUD general plan is required prior to development. 2. A wetland replacement application must be submitted in conjunction with any plan that would impact the wetland. 3. The LA -4 area in the south portion of the site shall be developed with a daycare center. 4. The PUD general plan shall incorporate high quality architecture and materials (e.g., brick). 5. The PUD general plan shall provide information and details regarding internal pedestrian circulation and the plaza. Resolution 2004-256 (2004024) Page 2 6. The PUD general plan shall address outdoor storage, display and sales. 7. The fast food use and related drive -up shall be removed from the plan. 8. The traffic study indicates the need to upgrade the Highway 55/Vicksburg Lane intersection and install a stoplight at the Vicksburg Lane/32nd Avenue intersection. The PUD General Plan shall outline responsibilities for installation of those public improvements. 9. Upon submittal of a PUD General Plan application, the developer should provide an alternative plan showing a landscaped berm along the south portion of the site near the single-family area. Such berm shall lie within the Medina Road right-of-way to the maximum extent possible. 10. The site lighting shall comply with the model lighting standards currently under review by the City. Lighting shall be addressed with the PUD General Plan application. 11. The developer should consider rain gardens, green roofs or other features to reduce the quantity of surface water from the site. 12. The PUD general plan shall buffer loading areas and trick deliveries from the residential area, and limit hours for deliveries. 13. The developer shall consider limiting the hours of operation for businesses on the site. 14. Use of outdoor loudspeakers shall be limited. ADOPTED by the City Council on June 28, 2004.
