Faulkner, P.E., Director of Public Works SUBJECT: CITY/COUNTY ROAD ISSUES The following is a listing of the County Roads within the Plymouth city limits: The following is a list of City/County items and/or issues with each county road segment in Plymouth: 1. County Road 73 (Zachary Lane): There are no improvement projects scheduled for County Road 73 in either of the currently approved City or County CIPS, although the previous CIPS did include a capacity improvement project in 2006, but is currently not shown in either five plan through 2008. A Concept Alignment Plan has been prepared by SRF Consulting Group, Inc. to show how County Road 73 could connect to Highway 55. This alignment would eliminate the current circuitous connection by creating more of a straight alignment directly through to Highway 55. The City Council has recently approved a Concept Design for a three level parking structure at the southeast corner of County Road 73 and Highway 55 at the location of 0:\Engineering\GENERAL\MEMOS\DANR2004\CountyRoadlssues_5_ I8.doc COUNTY ROAD FROM - TO 1. CR 101 Wayzata C.L. — Highway 55 and Adjacent to Plymouth West C.L. from approximately 54th Avenue to the northwest corner of Plymouth 4. 1 CR 6 Plymouth West C.L. - Highway 55 5. CR 24 Plymouth West C.L. - Highway 55 6. CR 9 (Rockford Road) Highway 55 (CR 24) - Plymouth East C.L. 7. CR 47 Plymouth West CL (CR 10 1) - CR 61 (Pineview Lane) 8. CR 10 (Bass Lake Road) East of I-494 - Plymouth East C.L. (Highway 169) The following is a list of City/County items and/or issues with each county road segment in Plymouth: 1. This proposed structure could fit well with the Concept Design of the County Road 73/Highway 55 intersection. 2. County Road 61 (Xenium Lane; Northwest Blvd.): DNR Luce Line Trail/County Road 61 crossing — possible future grade separation; estimated cost $500,000. County Road 61/County Road 6 intersection — intersection is in need of capacity improvements, including turn lanes with traffic signal upgrades. County Road 61/County Road 9 intersection — intersection is in need of capacity improvements, including additional turn lanes with traffic signal upgrades. County Road 61/42nd Place intersection — meets traffic signal warrants and is scheduled for a traffic signal in 2005 in City CIP and County CIP for cost sharing. County Road 61 bridge over CP Railroad — due to curvature of the roadway and bridge winter driving conditions have been hazardous; a temperature activated salt solution sprayer, attached to the bridge approach, has been discussed as a potential solution. County Road 61/County Road 47 intersection — intersection capacity improvements will be needed in the near future, including turn lanes with signal upgrades. County Road 61/County Road 10 intersection — future capacity improvements will be needed, including additional turn lanes with signal upgrades. 3. County Road 101: The segment of roadway from the Wayzata C.L. to County Road 6 is in need of capacity and safety improvements due to the many side street intersections and heavy through traffic — consider a five lane section? From 19` h Avenue to County Road 24 a four lane improvement project is included in both the City and County CIPS in years 2006 and 2007. The segment of County Road 101 north of Highway 55 is included in the Hennepin County Transportation System's Plan (HC -TSP), October 30, 2000, as a candidate for potential jurisdiction revision from the County to the adjacent cities, including Medina, Plymouth, Maple Grove, and Hassan Township. Peony Lane/Lawndale Lane/Dunkirk Lane is shown in the HC -TSP as a candidate for potential jurisdiction revision from the cities of Plymouth and Maple Grove to the County. The recently completed improvement project from Highway 55 to County Road 24 needs to be finaled out, including completion of punch list items and final cost sharing resolution. O:\Engineering\GENERAL\MEMOS\DANF\2004\CountyRoadlssues_S_I9 doc SUBJECT: CITY/COUNTY ROAD ISSUES Page 3 County Road 6: The section of County Road 6 from Plymouth West C.L. to west of County Road 101 will need capacity improvements to the existing two lane section in the future. County Road 6/Fernbrook Lane intersection is in need of capacity improvements, particularly for southbound traffic. County Road 6/County Road 61 intersection is in need of capacity improvements. County Road 24: From Plymouth West C.L. to west of County Road 101, future capacity improvements will be needed for this two lane segment. From east of County Road 101 to the existing four lane section of CSAH 24 approximately 0.4 miles) a four lane widening improvement project is shown in both the City and County CIPS for 2006/2007. A sidewalk improvement project is currently needed along the south side of CSAH 24 from east of County Road 101 to the existing Plymouth city trail between 30th Avenue and 32°a Avenue. County Road 9(Rockford Road): Bridge over I-494 is a capacity bottleneck and needs to be widened or replaced with a five lane bridge. County Road 9/County Road 61 intersection is in need of capacity improvements. The pedestrian underpass east of County Road 61 has recently been improved by the County and future drainage improvements are needed to the channel upstream of County Road 9. County Road 47: All of County Road 47, Plymouth West C.L. to County Road 61, included in the HC - TSP as a candidate for potential jurisdiction revision from the County to the City. County Road 47/Lawndale Lane intersection has become much busier with the relatively recent paving of Lawndale Lane in Maple Grove and in Plymouth causing more traffic conflicts and accidents. From County Road 101 to Vicksburg Lane a future improvement from the existing two lane section to a three lane roadway will be necessary as indicated in the City's Transportation Plan. O:\Engineering\GENERAL\MEMOS\DAN 82004\CountyRoadlssues_5_18. doc SUBJECT: CITY/COUNTY ROAD ISSUES Page 4 From Vicksburg Lane to Cheshire Lane, a four lane improvement from the existing two lane section will be necessary in the near future, per the City's Transportation Plan. From Cheshire Lane to County Road 61, a future improvement from the existing two lane to a four lane divided roadway with turn lanes is indicated as a needed improvement in the City's Transportation Plan. A temporary traffic signal at the Vicksburg intersection is included in the City's CIP for this year. An alignment study of County Road 47 from Vicksburg Lane to Cheshire Lane is being prepared by SRF Consulting Group, Inc. to address any necessary changes prior to receipt of official development proposals. County Road 10 Bass Lake Road): County Road 61/County Road 10 intersection will require future capacity improvements. Trenton Lane/County Road 10 intersection will likely meet traffic warrants for a signal in the near future. Nathan Lane/County Road 10 intersection is currently in need of a capacity improvement for southbound and northbound traffic and this improvement is currently shown in the City's CIP for 2005.
