HomeMy WebLinkAboutCity Council Minutes 07-18-1995 SpecialV, MINUTES SPECIAL COUNCIL MEETING JULY 189 1995 A special meeting of the Plymouth City Council was called to order by Mayor Tierney at 6:10 p.m. in the Council Chambers of the City Center, 3400 Plymouth Blvd., on July 18, 1995. COUNCEL PRESENT: Mayor Tierney; Councilmembers Lymangood, Helliwell, Granath, Edson, and Anderson. Councilmember Wold arrived at 6:25 p.m. ABSENT: None. STAFF PRESENT: City Manager Johnson, Assistant Manager Lueckert, Community Development Director Hurlburt, Public Works Director Moore, Public Safety Director Gerdes, Finance Director Hahn, City Attorney Knutson, Prosecuting Attorneys Knetsch and Brokl, and City Clerk Ahrens. CITY ATTORNEY EVALUATION Mayor Tierney announced that this special meeting was called to conduct a six month evaluation of City Attorney services. Manager Johnson reviewed the ratings that were submitted by Councilmembers and staff members, and noted that all services were very highly rated. He discussed the attorney billings and believes that either a direct billing or retainer system would be acceptable. The current direct billing method appears to be working well, and the legal fees are estimated to be within the 1995 budget. Attorney Knutson stated that he submits all billings to the City in such a format as to be public information. Councilmember Wold arrived at 6:25 p.m. The City Council discussed civil and prosecution services and requested that the following be provided by the attorneys: Response to questions raised in the written evaluations. 2. Recommendations on needed ordinance amendments, as well as a prioritized schedule. 3. Recommendations on prosecution philosophy, trends, and prioritization. 4. Recommendation on billing method - direct billing or retainer. Special Council Meeting July 18, 1995 Page 2 5. Ongoing quarterly reports to include pending civil litigation, billing summary, and prosecution summary. Staff will provide a report on pending litigation being completed by the previous City Attorney. The meeting was adjourned at 6:55 p.m. Laurie F. Ahrens City Clerk
